Vitality from the flourishing countryside
Once a difficult highland area, Dong Cam village (Hoanh Mo commune, Binh Lieu district) today has a new look with wide concrete roads, spacious houses, lush gardens, civilized lifestyle, and strong neighborly love. This change was formed from the persistent cultivation process of the movement "All people unite to build a cultural life". , arouse the spirit of initiative, creativity, community cohesion, and motivate people to rise up to take control of their lives and build their homeland.
Behind the remarkable changes are the contributions of the entire community and the core role of dedicated and devoted grassroots cadres. Prominent among them is Party Cell Secretary and Village Chief of Dong Cam Lo Thi Hoai. Born in 1990, graduating with a degree in social work, Ms. Hoai was entrusted by the villagers with the important responsibility of Party Cell Secretary and Village Chief from 2022.
Dong Cam village currently has 134 households with over 500 people, 100% of whom are Tay ethnic people. Thanks to promoting internal resources, flexibly applying the State's support policies, and the consensus of the people, by 2024, Dong Cam village will have no more poor households, only 7 near-poor households. The goal set by Ms. Hoai and the Party Committee is to continue to reduce the number of near-poor households by 50% by the end of 2025, contributing to improving the quality of people's lives in a substantial and sustainable way.
Not only actively campaigning and propagating, Ms. Hoai is also a pioneer in implementing effective economic models. Since 2019, she has boldly converted part of her family's cinnamon growing area to develop a comprehensive farm model, raising chickens, ducks, and pigs. Currently, her family's barn always maintains over 1,000 poultry of all kinds and dozens of commercial pigs, bringing in a stable income of 150-200 million VND/year.
Along with Ms. Hoai's family, in the village there are about 7 other households that have also boldly developed their household economy, contributing to the shift in local production structure towards commodities.
Ms. Hoai confided: “I think the model we create must be truly effective. Only when it is effective will people believe and follow it. My family is always willing to share experiences, support techniques, breeds, etc. Just helping one person change can spread new thinking throughout the community.”
Not only is she good at business, Ms. Hoai also puts a lot of effort into building a cultural lifestyle in the residential area. According to her, the title "Cultural Family" is not just for awarding, but is the foundation for creating a civilized and sustainable community. "If you are good at business but your house is messy, your children drop out of school, and your weddings and funerals still follow outdated customs, how can you call it a cultural family or a cultural residential area? Therefore, at every village meeting, I share with the villagers that change must start from the smallest things, such as maintaining public hygiene, behaving culturally, and giving your children a proper education... We do it first, then the villagers follow, and gradually it will become a habit" - Ms. Hoai shared.
The movement "All people unite to build a cultural life" has not only spread in Dong Cam, but has also created new vitality in other highland areas, such as Lang Ngang village (Quang An commune, Dam Ha district). Here, the Thanh Phan Dao people are making efforts to preserve their traditional profession and develop community tourism .
The Dao Thanh Phan Women's Embroidery Club in Lang Ngang village is a bright spot. From early morning, the small house in the middle of the village resounds with laughter. The sisters in the Embroidery Club gather to embroider, review old patterns, and create new designs. Ms. Ly Nhi Mui shared: "The club's activities can only be held during the off-season, but every session is as fun as a festival. With needles and threads, the sisters work and chat, and encourage each other to preserve the craft their ancestors left behind." Ms. Ly Tai Mui said: "A complete traditional costume can take a whole year to complete. But each of us has a few sets to wear to markets and festivals. We feel very beautiful and proud to wear traditional costumes."
Not only is it a place to preserve the profession, the Embroidery Sewing Club of Lang Ngang village women has also become a destination for experiential tourism. Along with that, Quang An commune has also developed many models, such as culinary fairs, agricultural experience activities, traditional festivals... Unique cultural and tourism products have gradually taken shape, contributing to creating livelihoods for the people. Mr. Vu Van Tuan, Vice Chairman of Quang An Commune People's Committee, shared: "The commune identifies community tourism as a key task of economic development, which must be associated with cultural preservation and new rural construction. We start by helping people understand the correct policies, then commune officials directly "hold hands and show them how to do it". When the model is stable, we will expand the scale, develop products for tourism, and create sustainable income from traditional culture."
Solidarity - The Foundation of Sustainable Development
The movement "All people unite to build a cultural life" was implemented by Quang Ninh since 2001. Right from the beginning, each residential area, village, hamlet, and household registered to compete to build the titles: "Cultural family", "Cultural village, neighborhood", "Cultural standard commune, ward"... From 78.2% of cultural households in 2001, by 2024, Quang Ninh had reached 96.9%.
The whole province has 97.9% of villages and neighborhoods meeting cultural standards; 91/91 communes meeting new rural standards, including 54 advanced new rural communes and 25 model communes. 100% of villages and neighborhoods have cultural houses and sports areas; 1,072 agencies, units and enterprises have achieved cultural titles. 90% of enterprises have built grassroots democracy regulations, 85% have organized labor conferences.
100% of villages and neighborhoods have issued village covenants and conventions. Civilized lifestyle in weddings, funerals, and festivals has many positive changes, organized economically, solemnly, healthily, promoting national identity.
The above results demonstrate the synchronous participation from the Party Committee, the government to the people. The people's trust in the Party and the government is strengthened when the policies on building a cultural life are implemented in the right direction. The quality of people's lives has improved significantly, the rate of poor households according to national standards no longer exists. Solid houses have sprung up, village roads and alleys are cleaner, flower gardens and green hedges have been built and carefully cared for in cultural residential areas.
The movement has mobilized all resources of the people, creating a combined strength to develop the economy, culture, society, and ensure security and order. The spirit of solidarity, mutual love, self-reliance and self-improvement has been promoted, making cultural values deeply permeate each person, each family and the whole community.
A healthy cultural environment has been built. The contents of the movement have had a practical impact on cultural life at the grassroots level, contributing to maintaining political stability, ensuring security and order, social safety, repelling social evils and promoting socio-economic development. The movements of "Repaying gratitude" and "For the poor" have become good ways of life, with the voluntary participation of many people.
The pride in cultural and historical traditions is the basis for Quang Ninh to preserve and maintain many cultural values, imbued with its identity. The whole province currently has 641 relics, including 8 special national relics, 56 national relics, 103 provincial relics, and more than 400 inventoried relics. At the same time, there are 362 intangible cultural heritages, including 19 national heritages and 1 representative intangible cultural heritage of humanity. Festival activities, folk performances, ethnic minority language classes, community cultural spaces, etc. are restored and organized regularly, becoming a lasting cultural underground, contributing to defining the cultural identity of Quang Ninh in the integration period.
In the new period, Quang Ninh aims to continue promoting the movement as an endogenous resource for sustainable development. Resolution No. 17-NQ/TU of the Provincial Party Committee emphasizes the building of a culture rich in identity, associated with narrowing the gap between rich and poor, ensuring social security, on the basis of harmoniously combining the typical values of Quang Ninh: "Beautiful nature - Unique culture - Civilized society - Transparent administration - Developed economy - Happy people" so that the culture and people of Quang Ninh truly become an endogenous strength, resource and driving force for rapid and sustainable development.
