Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Ninh province, attended at the Central bridge. At the Quang Ninh bridge, there were comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Committee Standing Committee; leaders of departments, branches and comrades Party secretaries, deputy secretaries of Party committees of communes, wards and new special zones.
On June 19, 2025, the Central Steering Committee issued Plan No. 02 on promoting digital transformation in a synchronous, fast, and effective manner, meeting the requirements of restructuring the political system. This is an urgent and strategic action plan, clearly demonstrating the comprehensive vision and high political determination of our Party in the current period.
The plan aims to concretize the major goals stated in Resolution No. 57 and Conclusion No. 130 of the Politburo , focusing on ensuring that the new apparatus after the merger is not only streamlined in terms of organization but also operates smoothly, effectively, efficiently, and best serves the people and businesses from July 1, 2025.
The plan sets out 2 phases with clear goals, a specific roadmap, strict implementation methods and strict progress requirements. In particular, the urgent phase (until June 30, 2025) focuses on immediately removing bottlenecks, ensuring that the two-level local government system after the merger operates smoothly, continuously and effectively. The breakthrough phase (until December 31, 2025) is the phase of solving fundamental problems, building a foundation for the future. Fundamentally overcome inherent shortcomings, complete infrastructure, shared digital platforms, standardize and promote connection, share important databases, substantially improve the quality of public services and the effectiveness of direction and administration.
The plan is organized into 8 groups of key tasks and solutions, including: Perfecting institutions and laws; building digital infrastructure; data; unifying platforms and applications to serve people, businesses and activities in political system agencies; human resources for digital transformation; financial resources; digital transformation in the bloc of agencies of the National Assembly, the Vietnam Fatherland Front and socio-political organizations, the judiciary, the prosecution; ensuring safety, network security and confidentiality.
At the conference, representatives of some localities spoke and discussed; leaders of some relevant ministries and branches, the Standing Committee of the Steering Committee's Support Team, and the National Advisory Council answered questions and proposals from localities.
Speaking at the conference, Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Deputy Head of the Steering Committee, requested Party committees and organizations at all levels to thoroughly grasp and seriously and effectively implement the Central Committee's instructions on this content. Accordingly, heads of ministries, branches and localities must directly lead and develop specific action plans, and take full responsibility before the Politburo and the Secretariat. Focus on perfecting the synchronous and interconnected information system, using shared data. End the situation of fragmented and local investment. At the same time, strengthen assessment and supervision using digital tools, build an early warning mechanism, and promptly correct weak and irresponsible units.
Based on the identification of digital transformation as a breakthrough tool to realize the policy of streamlining the apparatus, comrade Tran Cam Tu also emphasized that these two tasks must be implemented synchronously and in parallel to create a combined strength. Therefore, the requirement in the implementation of Plan 02 is to absolutely not delay the progress of tasks according to the set roadmap.
