During the afternoon session, delegates discussed in groups, focusing on contents such as: Public investment plan, staff adjustment, preschooleducation policy, land management, environmental resources and financial and budgetary issues.
At the conference reflecting the results of the group discussions, the group leaders reported on the synthesis of opinions with the participation of the Standing Committee of the People's Council, leaders of the People's Committee, the Provincial People's Council Committees and representatives of relevant departments and branches. Many opinions agreed with the content of the reports, and at the same time recommended continuing to improve policies and mechanisms to ensure feasibility in implementation.
At the discussion session in the Hall, the delegates spoke enthusiastically and frankly, demonstrating a high sense of responsibility towards voters and the People. The opinions contributed to clarifying the urgency, practicality and legality of each content.
The Provincial People's Council voted to pass 18 important resolutions in many fields.
18 resolutions passed at the meeting include:
1. Resolution on temporary assignment of staff and civil servants, total number of employees receiving salaries from the state budget at provincial and communal levels in Bac Kan province in 2025.
2. Resolution to abolish a number of Resolutions of the Provincial People's Council.
3. Resolution approving the local budget settlement for 2024.
4. Resolution amending and supplementing a number of articles of the Regulation on decentralization of revenue sources, expenditure tasks and percentage (%) of revenue sharing between budgets of local authorities at all levels for the budget stabilization period starting from 2022 of Bac Kan province, issued together with Resolution No. 07/2021/NQ-HDND dated December 7, 2021 and Resolution No. 02/2023/NQ-HDND dated April 26, 2023 of the People's Council of Bac Kan province.
5. Resolution amending and supplementing a number of articles of the regulations on collection, exemption and reduction levels; collection, payment, management and use of fees and charges in Bac Kan province issued together with Resolution No. 02/2025/NQ-HDND dated April 3, 2025 of the People's Council of Bac Kan province.
6. Resolution amending, supplementing and abolishing a number of articles of the Regulation on the division of environmental protection expenditure tasks, economic expenditure tasks on environmental resources, general management cost ratios and a number of expenditure levels for environmental resources expenditure tasks in Bac Kan province issued together with Resolution No. 16/2018/NQ-HDND dated July 27, 2018 of the People's Council of Bac Kan province, which was amended and supplemented in Resolution No. 15/2024/NQ-HDND dated October 30, 2024 of the People's Council of Bac Kan province.
7. Resolution amending and supplementing a number of articles of the Regulation on training and fostering expenditure levels for domestic cadres, civil servants and public employees guaranteed by the local budget, issued together with Resolution No. 21/2018/NQ-HDND dated December 10, 2018 (amended and supplemented in Resolution No. 09/2023/NQ-HDND dated August 1, 2023) of the People's Council of Bac Kan province.
8. Resolution amending and supplementing a number of articles of Resolution No. 02/2024/NQ-HDND dated March 28, 2024 of the People's Council of Bac Kan province stipulating a number of policies to support the development of non-public preschool education in Bac Kan province.
9. Resolution adjusting the medium-term public investment plan for the 2021-2025 period using local budget capital (17th time).
10. Resolution on adjusting the 2025 public investment plan using local budget capital (3rd time).
11. Resolution adjusting the medium-term public investment plan for the 2021-2025 period to implement national target programs in Bac Kan province (3rd time).
12. Resolution adjusting the 2025 public investment plan to implement national target programs in Bac Kan province (first time).
13. Resolution approving the contents of the Inter-district (Inter-commune) Construction Planning projects, Bac Kan province.
14. Resolution approving the content of the Regulations on management of rural residential architecture in the special national relic area of Ba Be Lake Scenic Area, Ba Be District, Bac Kan Province.
15. Resolution approving the list of additional works and projects requiring land acquisition for implementation in 2025; adjusting the names of investors of works and projects approved by the Provincial People's Council.
16. Resolution approving the policy of converting forest use to other purposes to implement works and projects (supplementary) in 2025 in Bac Kan province.
17. Resolution approving the list of additional works and projects that must change the purpose of using rice-growing land and production forest land to be implemented in 2025.
18. Resolution on the results of the 30th session, 10th Provincial People's Council .
Speaking at the closing session, Comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized:
This session has special significance in the context of Bac Kan province preparing to merge with Thai Nguyen province. The Provincial People's Council highly appreciated the efforts of the Provincial People's Committee and sectors and localities in implementing the Resolution on socio-economic development, and at the same time requested the Provincial People's Committee to fully absorb the opinions of delegates, have practical management solutions, ensure economic stability, maintain national security - defense, and social order and safety in 2025.
The Chairman of the Provincial People's Council requested the Standing Committee of the People's Council and People's Committees at all levels to continue to carry out tasks to prepare for the new government apparatus after the reorganization. In particular, it is necessary to soon appoint leaders of the People's Council and People's Committee at the commune level; ensure that the new units officially come into operation from July 1, 2025. People's Council delegates need to continue to research and propose appropriate policies for the new period; agencies and units complete documents, hand over assets in accordance with regulations, promptly resolve regimes and policies for people and businesses.
The adoption of 18 resolutions at this session is an important concrete step to promote socio-economic development, ensure social security, security and national defense in the area during the transition period. This is also the last session marking the effective and responsible operation of the 10th term People's Council of Bac Kan province with more than 455 resolutions passed during the term.
