Despite the pressure of time, the team of cadres and grassroots party members are still devoting all their time and effort, wholeheartedly contributing to the common work, with the spirit of "still serving the people with all their heart even if there is one more working day". This careful preparation is a solid foundation to ensure that the two-tier local government model will operate smoothly and effectively from July 1, 2025.
Urgently complete the procedure
In Cho Don district, in parallel with the procedures for terminating the operations of the old district level, the completion of administrative procedures related to cadres, civil servants and public employees after the merger is being carried out very urgently. In particular, the arrangement of the department for receiving people and processing administrative records is given top priority, to ensure that public service activities are not interrupted, especially at the "one-stop" system. With a ready mindset, the team of cadres and civil servants at the grassroots level is focusing on putting the new communes into stable operation.
According to the project to rearrange commune-level administrative units, Cho Don district will establish 06 new communes, including: Nam Cuong, Quang Bach, Yen Thinh, Cho Don, Yen Phong and Nghia Ta. Sharing about the progress, Mr. Ha Van Tranh, Deputy Secretary, Chairman of the People's Committee of Bang Lang commune (Cho Don), said: "Bang Lang commune, Bang Lung town, Ngoc Phai commune and Phuong Vien commune will merge into the new Cho Don commune. Currently, we are preparing to complete the procedures, records and documents to hand over to the Party Committee and government of the new commune after operation".
Similarly, in Bach Thong district, the project to rearrange commune-level administrative units is also being vigorously implemented. Bach Thong district will establish 05 new communes, including: Phu Thong, Cam Giang, Vinh Thong, Bach Thong and Phong Quang. Mr. Ha Ngoc Viet, representative of Bach Thong district People's Committee, emphasized: "The work of rearranging the apparatus is carried out to ensure objectivity and transparency, with the motto of harmonizing the capacity, strengths, qualities and working conditions of cadres. The goal is to ensure that after the rearrangement, cadres can work with peace of mind and contribute". The district has also directed departments and branches to step up the editing and digitization of documents and records for storage and transfer to new commune-level units, serving future political tasks. At the same time, the review of all facilities, infrastructure conditions and making the most of existing facilities are also being urgently carried out.
Trial operation and staff capacity building
In Bac Kan city, Duc Xuan ward has pioneered in organizing a trial operation of the new organizational structure. This is a strategic step, especially when Duc Xuan ward was merged from 03 wards: Duc Xuan, Nguyen Thi Minh Khai and Huyen Tung, following the two-level local government model. The trial operation of the Ward Public Administration Service Center, including operating the electronic document management software and receiving and processing basic administrative procedures of people and businesses, has gone smoothly.
Mr. Long Van Thang, Vice Chairman of Bac Kan City People's Committee said: "The trial operation will help Duc Xuan ward operate stably and effectively right from the first days of official operation. This is considered a key step to assess the level of service readiness of the commune-level administrative apparatus according to the new model".
It can be seen that the work of improving the capacity of cadres, especially at the ward and commune levels, must be given top priority both before and after the mechanism is put into operation. This determines the success not only of the ward and commune levels in particular, but also of the two-level local government in general. After the merger, the communes in the province will be expanded in terms of area and population. Therefore, the management efficiency of the local government at the grassroots level is now more important than ever, requiring careful preparation and a high sense of responsibility from the entire system./.
