HCMC (new): Commune level continues bidding packages to provide essential public services at district level

On June 23, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed a document conveying the direction of the Chairman of the Ho Chi Minh City People's Committee to the Department of Agriculture and Environment, People's Committees at all levels and related units on implementing a plan to organize the collection, transportation and treatment of domestic solid waste in Ho Chi Minh City when implementing a two-level local government.

Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the People's Committees at the commune level after arrangement (within the current district administrative boundaries) to take over as the contract subjects to continue implementing the existing bidding packages of the district, the current Thu Duc City (including cleaning, collection, transportation, operation of transfer stations, public trash bins, etc.). During the implementation process, the People's Committees at the commune level after arrangement shall, based on current regulations, organize the provision of environmental sanitation services in the management area; at the same time, ensure that the provision of environmental sanitation services is carried out continuously, without causing congestion.

The City Urban Environment One Member Co., Ltd., the Public Service One Member Co., Ltd. of districts, Thu Duc City and contractors who are carrying out collection and transportation work in the area continue to carry out the cleaning, collection and transportation of domestic solid waste in the areas according to signed contracts until December 31, 2025.

Previously, the Department of Agriculture and Environment of Ho Chi Minh City sent a document to the People's Committee of Ho Chi Minh City regarding difficulties in bidding, ordering collection, transportation and prices for domestic solid waste collection services in the city.

According to the Department of Agriculture and Environment, in the coming time, bidding, ordering of collection, transportation and prices for solid waste collection services will have many changes when implementing the rearrangement of the 2-level local government model.

Accordingly, after the reorganization, the People's Committee at the commune level will be responsible for "providing essential public services to serve the people such as water supply, wastewater and waste treatment, environmental sanitation, and fire prevention and fighting in the area". However, when the District People's Committee stops operating, there needs to be a focal unit to receive and continue to perform the role of the investor currently being performed by the District People's Committee. Therefore, the Department of Agriculture and Environment recommends that the Ho Chi Minh City People's Committee temporarily assign this task to the Management Board of the City Waste Treatment Complexes or another unit designated by the Ho Chi Minh City People's Committee...
