The Chairman of the Ho Chi Minh City People's Committee has just issued instructions on the implementation of administrative procedures when arranging administrative units and implementing the 2-level local government model.

Specifically, the Chairman of the Ho Chi Minh City People's Committee requested departments, branches, sectors, district and commune People's Committees to focus on implementing the following tasks:

Continue to fully implement the tasks and solutions in Resolution 66/NQ-CP dated March 26, 2025, telegrams and official dispatches of the Prime Minister; at the same time, organize the reception and settlement of administrative procedures in accordance with legal regulations, resolutions of the National Assembly and directions of the City People's Committee.

Review and improve the one-stop shop at departments, branches and sectors (for Ho Chi Minh City before the reorganization), provincial public administrative service centers (for Binh Duong and Ba Ria Vung Tau provinces before the reorganization), and commune levels in terms of personnel, facilities and equipment. The use of existing facilities must be maximized to ensure no interruption of administrative procedures for people and businesses when the district-level government ends its operations and switches to a two-level local government model.

Before June 25, 2025, units must publicize their headquarters addresses, lists of administrative procedures, and establish and publicize hotlines of provincial and commune-level one-stop shops to receive and respond 24/7 to feedback and recommendations related to the implementation of administrative procedures.

The Chairman of the Ho Chi Minh City People's Committee also assigned specific tasks to departments and branches:

Specialized agencies such as the Department of Finance, Department of Home Affairs, Department of Construction, Department of Science and Technology, Department of Culture and Sports, Department of Health , Department of Education and Training... proactively monitor the announcement of administrative procedures of ministries and branches to advise on the announcement of the list, adjust internal procedures, electronic procedures; review administrative procedures that have not generated records for 3 consecutive years to avoid waste.

Propose a list of administrative procedures regardless of administrative boundaries in the City according to the roadmap to ensure completion of 100% of administrative procedures regardless of administrative boundaries in December 2025.

The Department of Science and Technology, in coordination with the City Digital Transformation Center, is assigned to complete the integration and provide 100% of online public services on the National Public Service Portal, immediately overcome technical and quality problems of public services before June 25, 2025; at the same time, restructure services on a shared data platform, ensuring that 100% of administrative procedures related to enterprises are performed online in 2025.

In addition, the Department of Science and Technology needs to urgently upgrade the City's Administrative Procedures Information System, coordinate with Binh Duong and Ba Ria - Vung Tau provinces to unify the selection and consolidation of a provincial-level administrative procedure information system to ensure connectivity and data synchronization with the National Public Service Portal. The closure of the provincial-level Public Service Portal interface will be implemented from July 1, 2025 in accordance with the direction of the General Secretary and the leaders of the Central Steering Committee on digital transformation.

The Office of the Ho Chi Minh City People's Committee is responsible for quality control, coordination in publishing, adjusting the list and procedures of administrative procedures updated to the National Database. Synthesize and advise the Chairman of the City People's Committee to publish information on the hotlines of the one-stop department at the provincial and commune levels; synthesize and promptly advise the leaders of the City People's Committee on any arising issues.
