On the morning of September 1, many localities across the country simultaneously implemented Resolution No. 263/NQ-CP dated August 29, 2025 of the Government on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
Ba Long Commune ( Quang Tri ) - the first locality to complete gift distribution
These days, communes, wards and special zones of Quang Tri province have simultaneously organized gift giving to local people.
At Residential Group 9, Dong Hoi Ward (Quang Tri), from early morning, many people were present, eagerly waiting for their turn to receive a gift of 100,000 VND.
Nguyen Thi Hoai An shared that she really appreciates this gift from the Party and the State. After receiving the gift, she plans to support people in localities affected by storm No. 5.
Sharing the same emotion, Mr. Nguyen Ngoc Ba (Dong Hoi ward, Quang Tri) said that his family will use this money to buy fruits, candies, etc. to celebrate Independence Day, watch the parade and march on Ba Dinh Square on the small screen on the morning of September 2.
According to Mr. Nguyen Ngoc Ba, although the material value is not great, the gift has a deep spiritual meaning, contributing to encouraging and motivating people on the occasion of the country's National Day. This gift further demonstrates the changes and prosperous development of the Vietnamese people every day. The atmosphere of receiving gifts in residential areas also shows solidarity and friendship, making the holiday more meaningful and warm.
Lieutenant Colonel Truong Thi Le Hoa, Deputy Head of Dong Hoi Ward Police, said that despite the holiday, the unit maintained 100% of its personnel and coordinated with local authorities to organize 70 gift distribution points on September 2 for local residents. People can receive money in two forms: directly at the residential group, block or through social security accounts on the VNeID electronic identification application. For policy families and lonely elderly people, the Ward Police will coordinate with local authorities to deliver gifts to people's homes.
In order to promptly implement the Government's policy of giving gifts on the occasion of the 80th anniversary of the August Revolution and National Day on September 2, Quang Tri province has allocated nearly 185 billion VND from the targeted supplementary source of the central budget to temporarily provide for 78 communes, wards and special zones. Ba Long commune (Quang Tri) is the first locality to complete the distribution of gifts to 5,184 people since the evening of August 30.
Along with organizing gift distribution, the police force in localities in Quang Tri province also maintained the number of personnel to ensure security and order at gift distribution points; at the same time, sent out notices to all people to be vigilant against online fraud tricks.
Lieutenant Colonel Tran Ha Dong Hai, Deputy Head of the Cyber Security and High-Tech Crime Prevention Department (Quang Tri Provincial Police), said that all support policies of the Government are public and transparent through official channels such as the People's Committees of communes, wards, state agencies or the banking system according to official announcements.
To avoid fraudulent tricks, people absolutely do not provide account numbers, passwords, OTP codes to anyone in any form and do not click on strange links, do not download applications of unknown origin.
Gift distribution will be carried out continuously during the holiday for the people. The time for receiving gifts will end before September 2; in case of objective reasons, people can receive gifts after this time but no later than September 15.
Help people celebrate Independence Day in a joyful and united atmosphere
In order for the State's gifts to reach the people before the important national holiday, Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet approved a targeted supplement to the budgets of wards and communes throughout the city to pay for gifts for the people on the occasion of the 80th anniversary of the August Revolution and National Day September 2 with a total amount of nearly 312.3 billion VND (of which the Government supported nearly 292.4 billion VND, the remaining nearly 20 billion VND was taken from the 2025 budget surplus of Da Nang City).
The Chairman of the People's Committee of Da Nang City requested functional sectors and localities to urgently complete the gift giving to all city residents on August 31 and September 1 according to the direction of the Central Government, helping people celebrate Independence Day in a joyful and united atmosphere.
On the morning of September 1, Mr. Ho Van Huynh's family (village 2, Nam Tra My commune, Da Nang city) went to the Cultural House of village 2 to receive gifts, then gathered with the villagers to celebrate Independence Day.
“For my family in particular and the ethnic minorities in Nam Tra My commune in general, each person receiving 100,000 VND to celebrate Independence Day on September 2 is not a large amount of money, but it is very meaningful, because it shows the Party and State's concern for the people on the country's great holiday,” Mr. Ho Van Huynh shared.
Directly handing out money to each person in the commune, Chairman of the People's Committee of Nam Tra My commune Tran Van Man said that based on the updated list from the population database, from 7:00 a.m. to 5:00 p.m. on September 1, the People's Committee of the commune will organize 7 areas to hand out National Day gifts to 1,937 households, including 7,253 people. For the more than 300 people who have not been updated, the locality will continue to review, so that by September 15, all people in Nam Tra My commune will receive them.
Chairman of the People's Committee of Song Kon Commune, Da Nang City, Do Huu Tung, said that Song Kon Commune was established on the basis of merging Song Kon Commune, A Ting Commune and Jo Ngay Commune, mainly inhabited by the Co Tu ethnic group. On August 31 and September 1, the locality mobilized all staff to focus on completing the gift giving accurately. Due to the large area and many difficulties in traveling, the commune established 10 working groups to coordinate with village officials, the Commune Police, and the Department of Culture and Society to organize the direct payment of gifts in cash to the right people, promptly, publicly, transparently, striving to complete by the afternoon of September 1.
Established 9 working groups to carry out the task of delivering gifts to people
On September 1, all localities in Ninh Binh simultaneously gave gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
It was only 7 o'clock, but at the Cultural House of the People's Committee of Truong Thi Ward, Ninh Binh Province, many people from Duong Lai Ngoai Hamlet were already there, waiting for their turn to receive gifts. Duong Lai Ngoai Hamlet has 226 households with 850 people. In order to deliver gifts to the people, the local government posted notices on the ward headquarters and announced them on the loudspeakers of each village and hamlet so that people could clearly understand and proactively come to receive gifts.
Mr. Dang Quang Nam, a resident in the hamlet, excitedly said that when he received the information that today the locality would transfer 100,000 VND from the Party and State to give to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2, he cycled to the cultural house early to wait his turn. The procedure to receive the money was very quick, just need to present your citizen ID card to receive the money.
In Nam Truc commune, people have started receiving gifts since the afternoon of August 31. To ensure that people receive gifts quickly, the commune government has established 9 working groups including officials from departments, offices, units, schools, police, youth union members, etc. to carry out the task.
Mr. Tran Xuan Noi, a resident of Thanh Khe village, shared that he represented his family to receive gifts on National Day. All 4 members of his family received 400,000 VND. The procedure was very simple and quick.
He thanked the Party and State for their concern for people's lives and expressed his belief that under the Party's leadership, our country will increasingly develop, standing shoulder to shoulder with the world powers as President Ho Chi Minh always wished.
According to Mr. Tran Ngoc Hop, Chairman of the People's Committee of Nam Truc commune, the commune has nearly 40,000 citizens receiving gifts on the occasion of September 2, with a total estimated amount of nearly 4 billion VND. The locality is implementing public and transparent gift giving to people in forms such as through VNeID linked to bank accounts and direct cash payments. For cash payments, staff will be arranged to directly pay at the cultural houses of villages, hamlets, and residential groups to create favorable conditions for people./.
