Issuing economic and technical norms for the operation of automatic emission source monitoring systems

The Provincial People's Committee has issued Decision No. 27/2025/QD-UBND on stipulating economic and technical norms for operating the automatic and continuous emission monitoring and control system in the province. This is an important legal basis to help localities standardize environmental management and monitoring, while ensuring compliance with local practical requirements.

Accordingly, the economic and technical norms include 6 main activities: Receiving, storing and managing monitoring data; analyzing, evaluating and processing data; synthesizing, making statistics and reporting; managing and supervising the operation of base stations; conducting periodic inspections at stations; conducting control monitoring to assess relative accuracy (RA). Subjects of application include state agencies, organizations and individuals who develop unit prices, establish and approve price plans, and finalize work items related to the management and supervision of the operation of monitoring stations in the province using the state budget.

This Decision officially takes effect from May 30, 2025, and replaces Decision No. 06/2020/QD-UBND of the Provincial People's Committee issued on March 2, 2020.
