This is one of the important activities of AMM-58, marking a new step in the process of expanding the global partnership network and affirming ASEAN's growing role in the international system.
The ceremony was attended by Malaysia’s Minister of Foreign Affairs Dato’ Seri Utama Haji Mohamad bin Haji Hasan – ASEAN Chair 2025, Algeria’s Minister of Foreign Affairs, Minister of Overseas Communities and African Affairs Ahmed Attaf and Uruguay’s Minister of Foreign Affairs Mario Lubetkin. ASEAN Foreign Ministers and ASEAN Secretary-General Kao Kim Hourn also attended and witnessed the signing ceremony.
In his welcoming remarks, Malaysian Foreign Minister Dato' Seri Utama Haji Mohamad bin Haji Hasan affirmed that the official accession of Algeria and Uruguay to the TAC is "a historic milestone" not only for ASEAN but also for the process of consolidating global values of peace , cooperation and sustainable development.
According to him , this is a vivid demonstration of the appeal of TAC as well as the firm commitment of the two partner countries from North Africa and Latin America to the fundamental principles that have united Southeast Asian countries for nearly 50 years.

“The TAC, since its adoption in 1976, has become the legal pillar for a peaceful, stable and non-confrontational region. The immutable principles such as respect for sovereignty , non-interference in internal affairs, peaceful settlement of disputes and non-use of force remain valid and meaningful in the context of the region and the world witnessing many instabilities, polarization and conflicts,” the Malaysian Foreign Minister emphasized.
According to the 2025 ASEAN Chair, this event is also of strategic significance because it extends the cooperation bridge between ASEAN and two potential regions – North Africa and Latin America. Algeria and Uruguay are both countries with independent diplomatic traditions, playing a certain role in their regions and increasingly interested in multilateral cooperation, in which ASEAN has emerged as a reliable partner with a dialogue and inclusive mindset.
The consensus of two countries outside the region to join the TAC shows that ASEAN's core principles and values continue to be highly appreciated by the international community.
At the same time, this is also a concrete manifestation of ASEAN's "active outward" policy - expanding relations with global partners, contributing to shaping a regional order based on rules, mutual respect and mutual development.

“ASEAN is not just a geographically defined regional organization, but also a community of nations united by a shared belief in peace, stability and cooperation for development. The accession of Algeria and Uruguay to the TAC adds energy and support to these values, while opening up new opportunities for cooperation in the areas of trade, investment, energy, education and people-to-people exchanges between the two sides,” the Malaysian minister said.
According to the Malaysian Foreign Minister , as ASEAN Chair 2025, Malaysia is committed to working closely with member countries to expand cooperation frameworks with Algeria and Uruguay within the TAC framework, promoting specific projects that bring practical benefits to both sides.
The Treaty of Amity and Cooperation in Southeast Asia (TAC) is a foundational document in ASEAN's regional cooperation architecture, stipulating basic principles in relations between countries, promoting peaceful dispute settlement and building strategic trust.
To date, the Treaty has had the participation of more than 50 countries, including many major powers and key partners of ASEAN such as the United States, China, India, Russia, the European Union, the United Kingdom, France, Germany, etc.
The admission of Algeria and Uruguay as the newest members of the TAC not only expands ASEAN's influence, but also demonstrates the correctness and vitality of the values that ASEAN has persistently cultivated for nearly half a century.
