The Politburo and the Secretariat have assigned comrades in the Politburo and the Secretariat to attend the announcement ceremony in localities. Provincial and municipal Party Committees have assigned members of the Standing Committee and members of the Party Executive Committee of the province and city to attend and direct the ceremony to hand over the Resolutions and Decisions of the Central Government and of the province and city to communes, wards and special economic zones under their management, similar to the announcement ceremony of the Resolutions and Decisions of the Central Government to provinces and cities, and to be completed by June 30.
This is a major political event of historical significance for the country, creating the premise for the two-level local government with organizations, agencies, units at provincial, commune, ward, and special zone levels to come into operation from July 1.
On June 29, Deputy Prime Minister Nguyen Chi Dung signed Official Dispatch No. 101/CD-TTg of the Prime Minister on strengthening the synchronization, connectivity, and uninterrupted provision of information and data serving public activities, handling administrative procedures, and providing public services to prepare for the implementation of the 2-level local government model.
In order to ensure smooth, effective and continuous handling of administrative procedures, provision of public services and public service activities when organizing and arranging the apparatus, implementing the 2-level local government model and "closing the interface" of the provincial public service portal, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities to strengthen technical measures to ensure synchronization, connectivity and uninterrupted information and data; thoroughly instruct officials and civil servants not to refuse to handle administrative procedures on the grounds of organizing and arranging the apparatus; direct Youth Union units to coordinate with police forces at all levels to support people and businesses in carrying out administrative procedures and public services at points of receiving dossiers for handling administrative procedures.
Previously, from 6 p.m. on June 27, the whole country officially tested the National Public Service Portal and the provincial administrative procedure settlement information system to meet the organization, arrangement of the apparatus, implementation of 2-level local government and "close the interface" of the provincial public service portal.
This morning, June 30, the City Party Committee - People's Council - People's Committee - Fatherland Front Committee of Ho Chi Minh City held a ceremony to announce the Resolution and Decision of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing Party organizations, appointing Party committees, People's Council - People's Committee - Fatherland Front Committee of Ho Chi Minh City, communes, wards, and special zones.
The announcement ceremony will take place from 8:00 a.m. on June 30, 2025, at the Ho Chi Minh City Academy of Officials (Ward 12, Binh Thanh District). The ceremony will be broadcast live on Ho Chi Minh City Television, relayed to Ba Ria - Vung Tau , Binh Duong and online to 168 points in wards, communes and special zones of Ho Chi Minh City.
