According to Point b, Clause 2, Article 20 of Decree 100/2019/ND-CP, a fine of VND 2,000,000 - 4,000,000 shall be imposed on drivers of vehicles transporting bulk goods, waste, and construction materials that are prone to spillage without a cover or tarpaulin, or with a cover or tarpaulin but still letting them spill.
For the violation of dropping materials on the road, the driver of the vehicle transporting the materials shall not be subject to the additional penalty of revocation of the driver's license. However, to ensure the enforcement of the decision on administrative sanction, the competent authority may decide to temporarily detain the vehicle and documents related to the driver and the violating vehicle according to regulations. - C
