Along with other localities across the country, Bac Ninh province solemnly held the Ceremony to announce the Resolution and Decision of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of Bac Ninh province and 99 communes and wards.

At 7:30 a.m. on June 30, officers and civil servants of the Tri Qua Ward Public Administration Service Center conducted a trial operation to serve the people.

According to Resolution No. 202/2025/QH15 dated June 12, 2025 of the 15th National Assembly on the arrangement of provincial-level administrative units, starting from tomorrow, July 1, Bac Ninh province (new) will come into operation on the basis of arranging the entire natural area and population of Bac Giang and Bac Ninh provinces, with a natural area of 4,718.60 ^km2 , a population of 3,619,433 people, and 99 commune-level administrative units. A new historical period has begun with many opportunities but also many difficulties and challenges that need to be overcome. Fully aware of the significance and importance of this event, Party committees at all levels, authorities, and people of all walks of life have joined hands with the highest determination to successfully carry out the work of arranging the apparatus organization right from the very first days.

At 7:00 a.m. on June 30, the last day before the whole country officially enters a new chapter in the organization of the administrative apparatus, we were present at the headquarters of the Party Committee, People's Council, and People's Committee of Thanh Khuong Ward (Thuan Thanh Town), which after just one night, from tomorrow, July 1, will officially become the headquarters of the Party Committee, People's Council, and People's Committee of Tri Qua Ward (new). In the midst of that seemingly familiar administrative space is a bustling but orderly atmosphere. Mr. Nguyen Quoc Hanh, Deputy Director of the Tri Qua Ward Public Administration Service Center, while assisting civil servants in arranging their working space, shared: "This is a real innovation. We have been mentally prepared for many days now. Thanks to careful preparation along with the application of information technology, the exchange, support and assistance of specialized departments, we do not have too much pressure and challenge. The officers and civil servants are well trained, clearly assigned and entered the implementation with the highest determination. We aim to well implement the provisions of Decree 118, operate smoothly, without any obstacles, and put the satisfaction of the people and businesses first."

Not only Tri Qua ward, the atmosphere of preparation is spreading throughout the communes and wards in the province. The transition to a two-tier local government model is not only a change in administrative organization, but also a profound institutional turning point that requires a synchronous transformation in thinking, ways of serving the people and the spirit of reform at the grassroots level.

Sharing after attending the online announcement ceremony at Luy Lau Cultural Center, comrade Nguyen Phuong Dong, Standing Deputy Secretary of the Party Committee, Chairman of the People's Council of Thuan Thanh Ward said: “ In the past few days, we have focused on reviewing data, preparing facilities, and systematizing administrative processes, ensuring that there is no disruption when switching to the new model from July 1 and that there are no gaps in serving the people. We determined that this is not just a change in administrative boundaries but a comprehensive transformation in the way the government operates at the grassroots level. This model will help localities be more flexible and proactive, but also requires higher professionalism.

From tomorrow, July 1, this building will be the headquarters of the Party Committee, People's Council, and People's Committee of Gia Binh commune.

Identifying human as the key factor, Thuan Thanh ward gives top priority to organizing the apparatus and training a team of cadres and civil servants suitable for their functions and tasks according to the new model. Along with that, it is necessary to improve the capacity to apply information technology, innovate working methods towards flexibility, transparency, professionalism, and taking people as the center of service. In addition, Thuan Thanh ward also focuses on perfecting the coordination regulations and enhancing the initiative in coordination between departments, offices, and professional departments."

One of the important foundations of the administrative unit merger is the application of information technology in state management, reducing travel time and costs of administrative procedures. Comrade Nguyen Hoang Long, member of the Party Executive Committee, expected to be introduced to hold the position of Vice Chairman of the Commune Fatherland Front Committee, Secretary of the Ho Chi Minh Communist Youth Union of Yen Phong Commune, emphasized the irreplaceable role of youth in the process of modernizing the administrative apparatus and connecting the community. Youth is the force that supports people in installing applications, performing online public services, leading changes in digital thinking, digital skills and digital culture at the grassroots level. The formation of youth digital technology teams going to every alley, knocking on every door, handing over technological knowledge to the community, especially in rural areas after the merger, helps to strongly promote the application of information technology in the community, meeting the requirements of advanced management in the era of technology 4.0.

Based on the practical guidance in Trung Nghia commune, Yen Phong district (formerly), Comrade Long said that digital transformation cannot be successful if rural youth are left behind. Therefore, digital platforms must become a space to connect urban and rural youth, share experiences, spread initiatives, and promote the spirit of digital entrepreneurship. At the same time, the Youth Union needs to be one step ahead in digitalizing management, building unified union member data, and integrating it into national digital platforms. “Young people have the strength to rise up in the digital age. But the decisive factor is the environment for them to make a breakthrough - that is, proactive learning and strategic guidance and investment from the Youth Union and local authorities,” Mr. Long emphasized.

For businesses, especially FDI enterprises, political stability and open investment policies are top priorities when choosing to invest. The preferential policies of Bac Ninh province and its favorable geographical location have attracted many FDI enterprises, including Green Precision Components Vietnam Company (Tien Son Industrial Park). Mr. Wu Chung Sheng, General Director of the Company, said: “Up to this point, all activities of the company are still going well. I believe that, as soon as the government apparatus of Bac Ninh province (new) comes into operation, it will continue to maintain appropriate policies, creating conditions for enterprises to develop production and business.”

The arrangement and streamlining of the apparatus is ultimately for the highest purpose of improving the quality of life of the people. Ms. Nguyen Thi Be in Dai Dong commune said: “Hearing about the policy of free tuition for children makes me very happy. In the near future, my children will have to work further away. I will help take them to school so that they can work with peace of mind. Your fathers work hard in exchange for their children to enjoy better social security policies, so we are always willing.”

Having held many different positions from the period of Ha Bac province (old) to Bac Ninh, Dr. Nguyen Van Han, 80 years old, former Deputy Director of the Department of Education and Training, expressed: “In this historic moment, despite the turmoil, I absolutely believe in the great policy of the Central Government and the bright future of the new Bac Ninh province with a new role, position and stature on the beloved S-shaped map. I think that the different moods of joy and sadness of the cadres and people of the two provinces are inevitable, but each time is different, so appropriate decisions are also needed. Previously, the most difficult economic conditions were the traffic problem, so separation for each locality to promote its strengths was necessary. Up to now, after nearly 3 decades, both Bac Giang and Bac Ninh have affirmed their position, but the development space of each province has narrowed, so unification for joint development is the right direction necessary for the prosperous development of Kinh Bac people in general when Bac Ninh and Bac Giang together with a new name, Bac Ninh province."

The entire political system has taken part with great determination and received the support of cadres, party members, people of all walks of life and the business community. We believe that, together with other localities in the country, Bac Ninh province will soon operate smoothly and effectively the two-level government, consolidate a strong political system, and successfully achieve the set goals.
