According to a VNA reporter reporting from Seville, Spain, continuing activities within the framework of the Fourth International Conference on Finance for Development (FfD4 Conference) in Seville, on the morning of July 1 local time, Deputy Prime Minister Ho Duc Phoc attended and delivered an important speech at the Plenary Session of the FfD4 Conference.
Speaking at the Discussion Session, Deputy Prime Minister Ho Duc Phoc emphasized that the world is witnessing an increase in non-traditional challenges, geopolitical tensions, escalating armed conflicts, and trade policies that pose many risks to cooperation and development.
Deputy Prime Minister Ho Duc Phoc emphasized that countries must “stand together in solidarity, act responsibly, peacefully resolve disputes, respect international law and the United Nations Charter; act together to revive multilateralism, promote positive multilateralism and join hands to restore the rift in development cooperation, international trade and investment.”
In that spirit, Deputy Prime Minister Ho Duc Phoc made three specific proposals: First, speed up the reform process of global financial governance institutions, first of all multilateral development banks, aiming to provide practical financial resources.
Second, cooperate and share achievements in science and technology development, innovation and digital transformation to create new momentum for growth.
Third, unlock financial resources to serve the development of new growth drivers such as green transformation, innovation, digital transformation, and circular economy, with priority given to developing countries.
Within the framework of the Conference, Deputy Prime Minister Ho Duc Phoc attended and delivered a keynote speech at the Roundtable Discussion on the topic "Renewing international development cooperation" chaired by the Prime Minister of Nepal.
Also attending were the Presidents of Poland, Colombia, Tuvalu, Guinea; the Prime Minister of Spain; along with more than 20 Ministers, leaders of international organizations and many representatives of countries and international organizations.
In the context of declining official development assistance (ODA) and preferential loans from development partners, the Deputy Prime Minister shared five proposals on: (1) reforming international development cooperation towards multiple goals, not only to eradicate hunger and reduce poverty but also to serve the transformation of the economic structure towards sustainability; (2) promoting reform of the international financial system to ensure fairness, inclusiveness, and people-centeredness; (3) building a more effective coordination mechanism between countries, development partners and the private sector, ensuring complementarity and synergy of resources; (4) prioritizing support for vulnerable countries and regions, least developed countries, landlocked countries, countries affected by rising sea levels and climate change; (5) Promote knowledge and experience sharing among countries, call for expanding South-South cooperation and tripartite cooperation so that developing countries can directly support each other through technology transfer, expertise and appropriate development models.
On the sidelines of the conference, on July 1, Deputy Prime Minister Ho Duc Phoc met with Tanzanian Vice President Philip Isdor Mpango. The two leaders affirmed that they always attach importance to and wish to further strengthen the traditional friendship and cooperation between the two countries through all channels of the Party, State, National Assembly and people-to-people exchanges; and continue to support each other in multilateral forums and cooperation mechanisms.
The Vice President of Tanzania suggested that the two sides continue to cooperate better and expand bilateral trade; he hoped that more Vietnamese enterprises would continue to explore investment cooperation opportunities in new potential fields in Tanzania such as agriculture, construction, including cashew nut and agricultural product processing, taking advantage of Tanzania's gateway position to access markets in East African countries.
The Vice President highly appreciated Viettel Group's investment in Tanzania, affirming his readiness to cooperate and facilitate the Group's investment expansion activities in the coming time.
Attending and speaking at the Vietnam-Seville Region Business Forum, Deputy Prime Minister Ho Duc Phoc shared the country's development policies and goals, affirming that Vietnam will continue to adhere to the growth target of 8% in 2025 and double digits in the 2026-2030 period; determined to make strategic breakthroughs in institutions, infrastructure and human resources; develop science and technology, innovation, digital transformation and develop the private economy. Along with that, Vietnam is continuing to promote the revolution in administrative unit arrangement.
During his working visit to Seville, Spain, Deputy Prime Minister Ho Duc Phoc had a meeting with President of the Andalucia Region Juanma Moreno. At the meeting, Deputy Prime Minister Ho Duc Phoc congratulated the city of Seville in the Andalucia Region for hosting and organizing the FfD4 Conference, contributing to enhancing the role and international position of the city of Seville in particular and the Andalucia Region in general.
Deputy Prime Minister Ho Duc Phoc emphasized the desire to promote cooperation with the Andalucia Region in areas of the Region's strengths such as high-tech agriculture, food processing, renewable energy, science-technology and innovation, etc.; suggested that the two sides strengthen cooperation between localities of the two countries, study the establishment of relations between the Andalucia Region and Hanoi City, and effectively implement the Memorandum of Understanding signed between Seville City and Ho Chi Minh City.
President of the Andalucia Region Juanma Moreno warmly welcomed Deputy Prime Minister Ho Duc Phoc to visit the Andalucia Region; expressed his impression of Vietnam's dynamically developing economy, attracting a lot of foreign investment; agreed to promote cooperation between the Andalucia Region and Vietnamese localities, including the fields of culture and tourism; wished to promote economic and trade cooperation with Vietnam, accordingly, Vietnamese goods will be increasingly present in Spain as well as in the Andalucia Region.
The two sides agreed to increase delegation exchanges between localities to learn about each other's markets, study the possibility of opening direct flights between the two countries; encourage businesses from the Andalusian region to boost investment and business in Vietnam, especially in the region's strengths such as renewable energy, agriculture, food processing, culture and tourism, etc.
During a working session with Spanish Minister of Economy, Trade and Entrepreneurship Carlos Cuerpo Caballero on the same afternoon, Deputy Prime Minister Ho Duc Phoc highly appreciated the role and position of the host country Spain, affirming that Vietnam's participation at the Conference aims to contribute to common efforts to respond to global issues and promote sustainable development. Regarding bilateral cooperation, Deputy Prime Minister Ho Duc Phoc expressed his delight at the positive developments in Vietnam-Spain cooperation.
The Spanish Minister of Economy, Trade and Entrepreneurship highly appreciated the participation of the high-ranking Vietnamese delegation at the Conference; thanked Vietnam for the warm and respectful reception given to Spanish Prime Minister Pedro Sánchez during his recent visit to Vietnam (April 2025); affirmed that Spain attaches importance to promoting relations with Vietnam and wishes to strengthen cooperation in the fields of economy, trade and investment between the two countries.
Expressing his impression of Vietnam’s development and appreciating its outstanding socio-economic achievements, Minister Carlos Cuerpo Caballero assessed that the two countries still have much potential for cooperation, especially in the fields of transportation, renewable energy, etc.; affirming that he will promote and create more favorable conditions for Spanish businesses to operate in Vietnam.
The two sides agreed to closely coordinate to successfully organize the First Session of the Joint Committee on Economy, Trade and Investment, study the participation of localities of the two countries to contribute to the success and effectiveness of this cooperation mechanism; develop an action plan with specific roadmaps to promote cooperation between businesses of the two countries; coordinate to promote the remaining EU countries to soon ratify the Vietnam-EU Investment Protection Agreement (EVIPA), and urge the European Commission to soon remove the "IUU" yellow card for Vietnamese seafood.
On the same day, Deputy Prime Minister Ho Duc Phoc received Australian Minister for Small Business, International Development and Multicultural Affairs Anne Aly. The two sides highly appreciated the comprehensive development of Vietnam-Australia relations over the past 50 years; the upgrading of relations to Comprehensive Strategic Partnership (March 2024) has contributed to promoting substantive cooperation in many areas such as economy, trade, market opening, security, defense, and people-to-people exchange.
In addition, the two sides also highly appreciated the cooperation and coordination between Vietnam and Australia at multilateral forums, including supporting each other's candidates for important positions at the United Nations. Australia highly appreciated Vietnam's role in ensuring peace, stability and development cooperation in the region./.
