Bien Hoa Forensic Psychiatric Institute 'runs out of staff': Ministry of Health assigns deputy director to manage

"Previously, the Ministry of Health regularly issued documents reminding people to strengthen supervision of forensic and psychiatric examination work nationwide," the Minister of Health emphasized at the meeting to provide information for the second quarter of 2024 at the Ministry of Health headquarters.

Regarding the scandal at the Bien Hoa Central Institute of Forensic Psychiatry, 13 officials (including 2 retired) of the institute were arrested/summoned for questioning by the Criminal Police Department of the Ministry of Public Security .

On the afternoon of June 16, the deputy director of the institute sent a document to the Ministry of Health stating that many institute leaders were arrested and summoned for questioning, the incident left the Bien Hoa Central Institute of Forensic Psychiatry with no staff to work.

At the press conference, Tuoi Tre newspaper asked what direction and solution the Ministry of Health had when receiving the above information, especially when there have been consecutive scandals related to psychiatric and forensic institutes recently?

Discussing this issue, Mr. Nguyen Trong Khoa - Deputy Director in charge of the Department of Medical Examination and Treatment Management (Ministry of Health) - said that the Ministry of Health has received an urgent report from the Bien Hoa Central Institute of Forensic Psychiatry about the incident.

"On the morning of June 17, Deputy Minister of Health Do Xuan Tuyen directed inspection units and requested continued strengthening of management.

Currently, the ministry's leaders are also meeting with forensic psychiatric institutes to find ways to resolve the issue, ensure work, and maintain the institute's operations," said Mr. Khoa.

Speaking with Tuoi Tre Online , the leader of the Ministry of Health said that at noon on June 17, the Ministry of Health signed a decision assigning the task of managing the Central Institute of Forensic Psychiatry in Bien Hoa to Mr. Nguyen Van Duc, deputy director.

The Ministry of Health also said that because the institute is run by Deputy Director Nguyen Van Duc, there is currently no plan to transfer additional leadership personnel to the institute.

In recent days, the Criminal Police Department has summoned many doctors from the Bien Hoa Central Institute of Forensic Psychiatry to work.

The Ministry of Public Security has arrested a number of doctors involved in patient health assessments to investigate and clarify a number of records related to the assessment results and treatment of patients involved in the cases.

Previously, in 2021, at the Central Psychiatric Hospital I, there was a case of buying and selling medical records, allowing patients to organize parties and use drugs in the hospital, causing public outrage. The field of forensic psychiatry is one of the sensitive fields, especially related to law enforcement.
