Why is the Pham Van Bach Street expansion project not completed after 19 years?

Ms. Le Thi Thu Suong, Vice Chairwoman of Tan Binh District People's Committee, said that the project to expand Pham Van Bach Street, which was approved for investment by the Ho Chi Minh City People's Committee in 2005, is still facing land issues with 113 households.

Pham Van Bach Street, the section from Truong Chinh Street to Tran Thai Tong Street, still has 68 households that have not yet handed over their premises.

This project is invested in the form of the State and the people working together, households whose houses are partially cleared contribute by accepting a 50% reduction in land compensation.

The project is more than 5.7km long, with the beginning of the route bordering Truong Chinh Street and the end of the route bordering Quang Trung Street.

The total investment is over 273 billion VND, of which compensation for site clearance is over 195 billion VND, the Ho Chi Minh City budget contributes nearly 148 billion VND and the contribution of households is over 47.6 billion VND.

Regarding site clearance, the project affects 701 households. Currently, 113/580 cases have not yet handed over the site.

Due to the lack of land handover, the project has been suspended since 2019. The Compensation Board of Tan Binh District is mobilizing people to hand over the land so that the project can be implemented.

According to Ms. Suong, the problem is that some cases of encroached land use have not been granted certificates but require compensation according to residential land prices; the difference in compensation value between market price and current time, some households do not agree with the method of "State and people working together" through the form of accepting a 50% reduction in compensation value...
