Speaking at the Lao Cai bridge, Mr. Nong Viet Yen, Director of the Department of Culture, Sports and Tourism of the province, shared the difficulties and obstacles in the locality in the process of implementing the two-level local government model after merging administrative units.

In his speech, he pointed out a number of shortcomings such as: lack of consensus on the names of commune-level cultural centers among merged regions; difficulties in recognizing provincial-level tourist areas and establishing records of relics distributed across many communes; overlapping authority in recognizing intangible cultural heritage and titles of cultural families and villages between commune and district levels; shortcomings in collecting fees for appraisal of cultural and entertainment services; difficulties in applying old regulations in naming streets and roads in new administrative units.

The Department of Culture, Sports and Tourism of Lao Cai province also proposed that the Ministry soon issue unified guidelines on the organizational model, naming system and management hierarchy in the fields of culture, sports and tourism in accordance with the two-level local government model.
At the same time, the Department also requested the Ministry to pay attention to supporting the development of job position projects and supplementing the system of specialized job titles for public service units in the fields of culture, information and tourism.
