Deputy Director of the Drug Administration of Vietnam ( Ministry of Health ) Ta Manh Hung said on July 17 that he had just signed and issued a notice to suspend circulation and recall nationwide two types of fake sunscreen.
The first type is Vitamin C sunscreen, cosmetic declaration receipt number: 242/24/CBMP-PT issued on September 5, 2024; the facility responsible for and distributing the product to the market: Athena Vietnam Production and Trading Company Limited ( Phu Tho ).
The second type is Sun Cream sunscreen, cosmetic declaration receipt number: 39/22/CBMP-PT, date of issue: September 9, 2022; the facility responsible for and distributing the product to the market: Lovis Cosmetics Company Limited ( Quang Ninh ).
On the packaging, the sun protection index of these two products is stated as SPF50+. However, "in reality, the cosmetic product sample examined at the Institute of Criminal Science, Ministry of Public Security has an SPF (sun protection index) below 70% compared to the declared index on the packaging", Mr. Hung said. The Economic Police Department of Phu Tho Province Police concluded that these were counterfeit products.
Previously, on July 3, Phu Tho Provincial Police announced that the Investigation Police Agency had prosecuted and detained Duong Van Thiet, 44 years old, Director of Athena Vietnam Production and Trading Company Limited, to investigate the crime of "Producing and trading in counterfeit goods".
Since 2019, seeing the high demand for sunscreen in the market, Thiet has established a business and invested in building a factory. The subject of the order is to print on the sunscreen packaging the index SPF 50+, which can block 98% of UVB rays. The selling price is from 63,000 to 79,000 VND per tube.
The conclusion of the forensic examination by the Institute of Criminal Science, Ministry of Public Security determined that the SPF index of the cream sample was only 4.2% to 26.6% compared to the index stated on the product packaging. Initially, the police seized 4,989 Althena brand sunscreen products.
The Drug Administration of Vietnam requests that local Departments of Health notify and inspect establishments that sell and use cosmetics and educate local people not to buy/sell or use the above products, return the products to the suppliers and report to the authorities if these products are discovered.
The Departments of Health also received requests to direct testing centers to increase sampling and quality inspection of cosmetic products in circulation in the area; set up hotlines to receive information about fake cosmetics, smuggled cosmetics, and cosmetics of unknown origin in the area to promptly coordinate with competent authorities to verify and handle.
