Since early July, Vietnam has officially implemented a two-level local government model, with 34 provinces and cities replacing 64 as before and eliminating the district level, leaving only the ward and commune levels.
The abolition of district and county levels and the arrangement and merger of many provinces, wards and communes have caused many AI chatbots from foreign developers to lose accuracy due to lack of timely updates or confusion between old and new data.
This is also the time when many AI applications developed by Vietnam show their advantage in terms of understanding local information. Users have many choices depending on their search needs.
Viettel Group recently introduced a new administrative unit lookup AI assistant, allowing questions about the desired administrative unit to be learned about in a conversational format.

Viettel said that AI is built on a large Vietnamese language model platform developed by Viettel, designing the model and taking training data from official documents, so it can provide answers with high accuracy.
Through experience, Viettel chatbot at tracuuphuongxa.trolyao.org can answer questions correctly about the province level, but may have errors or lack information about the ward level. For example, when asked about Trung Hoa ward, Hanoi , Viettel AI said that this ward used to belong to Dong Da district while this ward belongs to Cau Giay district, and gave missing information about the ward after the arrangement.
However, the plus point is that this AI is integrated with a system of legal documents on administrative unit arrangement and merger, so users can easily cross-check to verify and get complete information. After asking a question, the chatbot also displays a map with accurate information, allowing users to check again.
AI Hay, an AI application developed by a Vietnamese startup, also said that this application has an advantage with local information. When tested by searching for a specific old address, the application can look up the new address relatively accurately, and is useful in cases where an old street or ward is now divided into two new wards or communes.
The representative of this startup believes that this is the advantage of a Vietnamese technology company, when it can understand the cultural context and the use of Vietnamese language better than foreign startups. The event of arranging and merging administrative units shows that foreign models can hardly update and train on new information and closer to Vietnamese people like Vietnamese solutions, leading to giving wrong or incomplete answers.

AI Hay said that the response flow of this application, which integrates search and AI, is to extract and synthesize information related to the question and provide answers with reputable sources. In case the user asks about the new administrative unit, AI will automatically understand that updated information is needed after July 1.
However, experts from Vietnamese AI startups also said that foreign models still have advantages in reasoning, calculation and programming capabilities thanks to superior model size, computing infrastructure and data volume.
Meanwhile, Vietnamese AI can focus on best solving problems closely related to the lives of Vietnamese people such aseducational support, work convenience, information lookup, and entertainment.
