Kharkiv Governor Oleh Syniehubov on October 15 ordered the evacuation of the city of Kupiansk and three settlements in the northeastern province of Ukraine, according to Reuters.

"The most difficult situation is in the Kupiansk area. On the eastern bank of the Oskil River, which divides the city in two, we can no longer guarantee the restoration of electricity, heat and water supplies due to constant shelling. All repair teams are directly under Russian fire," said Mr. Syniehubov.

Kupiansk fell to Russian forces in the first weeks of fighting in February 2022 but was recaptured by the Ukrainian army later that year.

Currently, Russian forces are advancing gradually in the eastern Donetsk region and are also active in the northern Kharkiv region, mainly targeting Kupiansk.

The city of Kharkiv, the capital of the province of the same name located west of Kupiansk, has also suffered continuous missile and drone attacks over the past two and a half years.

The General Staff of the Ukrainian army reported 19 clashes near Kupiansk in the past 24 hours, of which seven are still ongoing.

Temporary refugee centers have been set up in the city of Kharkiv, where 7,000 people still live, of whom 4,000 are on the east bank of the Oskil River and the rest on the west bank.

TASS news agency on October 15 quoted retired colonel of the Ukrainian Security Service Oleg Starikov as saying that the country's forces near Kupiansk could be surrounded. If Kupiansk is cut off, Russian forces could continue to advance towards Kharkiv.
