The report said that, implementing the direction of the Provincial Party Committee and the Provincial People's Committee, the Department of Culture, Sports and Tourism (DCT) advised the Steering Committee for the implementation of breakthrough contents of the province to establish a Subcommittee for the implementation of breakthrough contents on Sustainable Tourism - Services for the period 2021 - 2025. The Department of Culture, Sports and Tourism is the Standing agency, directly advising the Subcommittee and the Steering Committee to implement breakthrough contents on Sustainable Tourism - Services to ensure the plan.

Specifically, the target for tourist arrivals, the target set is to welcome over 3 million tourists by 2025, of which 2.7 million are domestic tourists. According to statistics, in the first 6 months of 2025, Cao Bang province welcomed over 1.4 million tourists (reaching 56.3% of the annual plan), of which domestic tourists reached over 1.3 million (reaching 58.9% of the annual plan). The total estimated number of tourists in 2025 is about 2.5 million (reaching 83.33% of the target), of which domestic tourists reached over 2.3 million (reaching 85.2% of the target).
Thus, the target of expected tourist arrivals has not been met. The reason reported is due to the complicated developments of the COVID-19 pandemic from 2020 to early 2022 and China's implementation of the "zero COVID" policy, which has affected the province's tourism activities.
After tourism reopened, the tourism industry has implemented many solutions and policies to promote tourism recovery. However, in September 2024, Cao Bang tourism continued to be affected by storm No. 3 - super typhoon Yagi (September 2024), causing damage to many tourist areas and destinations and causing tourists to be concerned about the risks of natural disasters when traveling to mountainous areas.
As of June 2025, total tourism revenue reached VND 1,436 billion (70.8% of the annual plan); social income from tourism reached VND 3,159.2 billion. Estimated total tourism revenue in 2025 reached VND 2,600 billion (185.7% of the target); social income from tourism reached VND 5,720 billion (190.67% of the target). The proportion of tourism by 2025 is estimated to reach over 5% (100% of the target).
Thus, the target of total tourism revenue is over 1,400 billion. Social income from tourism is over 3,000 billion. The proportion of tourism by 2025 is expected to account for 5 - 6%, reaching the set target.
With the goal of developing tourist areas and spots, the Ban Gioc Waterfall Landscape Complex (Vietnam) - Detian (China) has been officially put into operation since October 15, 2024 (after more than a year of pilot operation since September 15, 2023). This is a bright spot, an unprecedented model in cross-border economic cooperation, especially in the field of tourism, aiming to build a model of cross-border tourism and green tourism.
Along with that, Cao Bang province has strengthened and encouraged economic sectors to invest in developing high-quality health care and beauty service facilities. Up to now, the province has had a foot bath service using traditional medicine at the Hoai Khao community tourism site, Thanh Cong commune (reaching 100%).
In the period of 2021-2025, the implementation of key tasks in the following aspects: planning, investing, developing tourism infrastructure; developing tourism products and services; promoting tourism; exploiting and promoting the value of UNESCO Global Geopark Non Nuoc Cao Bang; preserving, embellishing and promoting cultural values associated with tourism development... continues to be promoted and brings about many remarkable results.

In general, the breakthrough content on sustainable tourism and service development has been directed and implemented by the Provincial Party Committee, People's Council and People's Committee. Departments, branches, sectors and local authorities have proactively concretized the tasks in Plan No. 11-KH/BCĐ into plans of agencies, units and organizations, basically meeting the set progress and workload. Awareness of tourism development among officials, people and tourism businesses has had many positive changes.
Tourism planning and investment are given importance, ensuring compliance with the overall planning for local socio-economic development. The province promotes investment in projects on the list of projects calling for investment attraction in the 2022-2025 period29, including 16 projects in the fields of tourism, trade and services.
Many new and unique tourism products have been invested in to meet market demand. The work of preserving, embellishing and promoting cultural values associated with tourism development has been focused on. Tourism service business activities have clearly changed towards professionalism and quality.
Cao Bang tourism industry is gradually transforming itself in digital tourism, applying technology in management, business and communication and promotion. In particular, the work of building, preserving and developing the UNESCO Global Geopark Non Nuoc Cao Bang has achieved many positive results, the image of the Geopark has been strongly spread at home and abroad.
The work of ensuring the tourism environment is regularly inspected and monitored. Tourism human resources are gradually supplemented and improved, and their quality is gradually improved.
In the period of 2026 - 2030, the Steering Committee for breakthrough contents of Cao Bang province sets the goal of striving for Cao Bang tourism to become a spearhead economic sector by 2030, accounting for an increasingly high proportion in the economic structure; prioritizing the development of tourism and a number of essential service sectors in which the province has strengths; promoting and mobilizing social resources to invest in high-quality services and a number of high-end tourist areas and destinations; developing tourism products suitable to the needs of domestic and international tourists, focusing on products with Cao Bang's strengths such as: cultural and historical relic sightseeing tours, geological tourism, agricultural tourism, community tourism, eco-tourism, mountain resorts, etc.; promoting a strong shift in the labor structure, contributing to the socio-economic development of the province.
In terms of tourist arrivals, the goal is to welcome 4 million visitors by 2030, of which 300,000 are international visitors and 3.7 million are domestic visitors; the average growth rate of total visitors in the period 2025 - 2030 is 12%/year. Total tourism revenue is expected to reach about 6,900 billion VND by 2030, with tourism contributing about 10% to GRDP.
The demand for accommodation rooms is about 5,600 rooms, the average room capacity is 52%; strive to achieve the number of 3-4 star standard hotel rooms accounting for 10% by 2030.
Tourism human resource development aims to create 22,500 jobs by 2030, including about 7,500 direct workers.
By 2030, Ban Gioc waterfall tourist area strives to meet the criteria of a national tourist area according to the 2017 Tourism Law and become a key tourist area, a model of cross-border tourism, green tourism, and smart tourism.
