From July 1, according to Circular 40/2024/TT-NHNN regulating the provision of payment intermediary services of the State Bank, e-wallets are not only payment intermediaries but can also make flexible payments such as transferring money between wallets, from wallets to bank accounts and vice versa, no longer bound by linking to bank accounts.

Thus, e-wallet is officially a means of payment, with functions equivalent to bank accounts, payment cards or cash.

MoMo representative said this is a milestone marking the maturity stage of the digital payment market, creating the premise for platforms like MoMo to fully promote their role in the national financial ecosystem.

With the new regulation, users can use e-wallets as a bank account right on the wallets, making payments and money transfers between wallets and between wallets and banks convenient and fast. From there, it helps expand financial access opportunities, enhance people's autonomy in spending, payment, money transfer, savings, etc.

Mr. Vu Minh Duc, representative of ShopeePay Vietnam, said that the recognition of e-wallets as a means of payment has opened up opportunities to participate in a large network, promoting strengths to better serve customers. Thanks to that, an open ecosystem has been formed, providing users with a variety of options in payment methods and ways for many services in life.

Currently, ShopeePay users have paid for online services such as Apple App Store, Google Play, FPT Play, Vieon, TicketBox, as well as purchased airline tickets, train tickets, and bus tickets directly on the application. In addition, in addition to ride-hailing services such as Be, Xanh SM, ShopeePay will soon expand payments to the entire public transport system in Ho Chi Minh City, including metro and buses, helping to improve seamless experiences and reduce waiting times.

Mr. Duc commented: “Circular 40 on the provision of payment intermediary services is an important step forward, expanding access to financial services and essential needs.”

ZaloPay representative also assessed that the State Bank's expansion of the scope of operations and payments of e-wallets from July 1 is a big boost for cashless payments, while affirming the role of e-wallets in the digital economy , especially for groups of people who have not fully accessed traditional banking services. Currently, ZaloPay has completed the technical infrastructure, operating procedures, and coordinated with partner banks to meet the new regulations.

According to the State Bank, by the end of March 2025, the country had 47 organizations providing e-wallet services, with more than 46.1 million activated wallets, of which over 30.2 million wallets were active.
