Even when the light is green, you still have to stop, according to a new proposal from the Ministry of Transport.

The new standard being drafted by the Ministry of Transport has many changes compared to the current standard QCVN 41:2019/BGTVT. Of note is the addition of a case where vehicles must stop even when the light is green.

Specifically, if there are pedestrians or wheelchairs of disabled people moving on the roadway, vehicles participating in traffic must reduce speed or stop to give way to them. This is to ensure absolute safety for vulnerable people when participating in traffic.

According to the draft, traffic lights will continue to use the three traditional colors: green, yellow and red. Green lights will continue to allow vehicles to move. However, on the condition that drivers pay attention and give way to pedestrians, especially those using wheelchairs.

In case of green light, it must still stop according to the new proposal of the Ministry of Transport, see picture 1.

A yellow light requires vehicles to stop before the stop line, but if they have already passed the stop line, they are allowed to continue moving. A flashing yellow light still allows vehicles to move, but on condition that they slow down and give way to pedestrians.

Red lights, as previously specified, still require vehicles to stop before the stop line or before the traffic light if there is no stop line.

Another new point in this standard is that the traffic light system, after being installed, must be tested by the investor and the road management agency before being officially accepted and put into operation. This helps ensure that the light system operates stably and meets the requirements of traffic organization on the road.

Previously, there was much debate about removing the countdown timer on traffic lights. However, in the latest proposal, the Ministry of Transport agreed to retain this option. Traffic lights can display countdown time or not, depending on the specific requirements of each area.
