One of the largest data centers in the region
The National Data Center No. 1 was built by the Ministry of Public Security for nearly two years, located in Hoa Lac High-Tech Park. The project covers an area of over 20 hectares, is one of the largest data centers in Southeast Asia, and is also the first national center to be granted the highest level of international certification; meeting disaster resilience and high levels of security and safety.
The center operates 24/7 with the ability to ensure data security, information security, and network security at the highest level, equipped with synchronous and modern facilities, meeting the requirements set forth, including: Data exploitation and analysis center; Innovation center; Data storage center...
Together with the National Database system here, the Center is considered the "heart" of digital transformation, the "brain" of the era of growth and prosperity; in line with the spirit of Resolution 57-NQ/TW recently issued by the Politburo , which is being strongly implemented.
According to Resolution 175/NQ-CP dated October 30, 2023 of the Government, the National Data Center is an important pillar serving the national digital transformation process; a place to gather information and aggregated data from national databases and become a center for integrating, synchronizing, storing, sharing and coordinating information, analyzing data on people and national aggregated data.
The Prime Minister and delegates listened to an introduction to 21 digital platforms, products, and core utilities developed to build a "national digital ecosystem" from centralized data.
At the ceremony, the Prime Minister and delegates were introduced to 21 platforms, digital products, and core utilities developed to build a "national digital ecosystem" from centralized data such as: National data sharing and coordination platform; National Public Service Portal; Information system serving the direction and administration of the Government and the Prime Minister; Data platform, etc.
After the opening ceremony, the National Data Center was officially put into operation to serve the Party, State, Government agencies, people and businesses in handling administrative procedures, directing and operating, developing the digital economy and digital society. In the coming time, the Ministry of Public Security will focus on both exploiting and operating the National Data Center No. 1 and implementing the construction of the National Data Center No. 2 and No. 3 according to the set roadmap.
Speaking at the event, the Prime Minister said that developing science and technology, innovation and national digital transformation is an inevitable trend, a strategic choice, an objective requirement, a top priority, and the cause of the entire Party, army and people, contributing to realizing the aspiration of building a strong, wealthy, civilized and prosperous country, where people can enjoy the results and live an increasingly prosperous and happy life.

The Prime Minister highly appreciated the determination of the Ministry of Public Security, units and enterprises participating in the project. In just over 9 months, the first phase of the project was completed at lightning speed, saving nearly 1.2 trillion VND for the State budget.
The Prime Minister affirmed that the National Data Center Project and the National Data Center Database System being put into operation have a particularly important significance in many aspects, including economics, politics, society, security and defense. At the same time, the implementation of the National Data Center Construction Project has left many valuable lessons in the management and organization of large, high-tech projects that can be applied in the future.
The project also demonstrates the aspiration, confidence, and bravery of the Vietnamese people in general and the police force in particular, with the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible", the spirit of innovation, creativity, self-reliance, and strong determination to overcome, demonstrating "Vietnamese Will - Vietnamese Intelligence - Vietnamese Aspiration".
Data – a strategic resource for development
According to the Prime Minister, the National Data Center must be the "heart" of national digital transformation, a pioneer in connecting, sharing and opening data, creating a safe and reliable data ecosystem, not only a management tool but also a development creation tool.
The Center must identify data as a strategic resource, a new national resource, playing a key role in policy making, rapid and sustainable socio-economic development, ensuring national defense, security and enhancing national competitiveness with the spirit of "A unified system, a single data, a seamless service". Data is the foundation for developing a digital economy, digital society, digital citizens, serving green growth, emission reduction and sustainable development.
The National Data Center must be built to meet advanced, synchronous, and modern international standards; apply security and safety standards at the highest level; and develop artificial intelligence, especially Vietnamese artificial intelligence.
With the view that people are the decisive factor, the Prime Minister pointed out that the officers and soldiers of the National Data Center need to have a warm, enthusiastic heart and an intelligent, creative mind and always innovative thinking; taking people and businesses as the center so that all activities of the National Data Center are aimed at serving the interests of people and businesses and serving socio-economic development and protecting the Fatherland.
Assigning specific tasks to ministries, branches, and agencies, the Prime Minister directs that regarding the development of the National Data Center, the Ministry of Public Security shall preside over and coordinate with relevant ministries and branches to submit to the Government for promulgation a Decree regulating the breakthrough mechanism in innovation and data exploitation to become the center of the economy. On August 18, 2025, the Prime Minister signed and issued Decision No. 1751/QD-TTg approving the Data Strategy at the National Data Center.
At the same time, the Prime Minister directed the Ministry of Home Affairs, the Ministry of Science and Technology, the Ministry of Education and Training, and the Ministry of Finance to urgently develop and promulgate mechanisms and policies to attract human resources, especially talents in science and technology, innovation and digital transformation at home and abroad./.
