Reporting at the conference, Lieutenant General Thai Van Minh, Director of the Military Training Department, General Staff of the Vietnam People's Army, said: Up to now, the agencies and units participating in the parade at the 70th Anniversary of Dien Bien Phu Victory have basically implemented according to the determined plan.
The Military Training Department continues to monitor and propose approval of projects, implementation plans, training and practice plans; preliminary and final review plans so that agencies and units have a legal basis to develop detailed and specific plans by profession and deploy implementation.
Along with that, the Military Training Department organized a survey to determine the location of the ceremonial artillery site; coordinated the arrangement of accommodation, training, and plans to ensure security and safety; planned logistics, technical work, and force mobilization in the field; deployed all aspects to ensure training, joint training, and official tasks according to plan.

Concluding the conference, Senior Lieutenant General Nguyen Van Nghia emphasized that the parade is the soul and core content of the 70th Anniversary of Dien Bien Phu Victory; it is an important task, demonstrating the image and prestige of the Army. Therefore, he requested agencies and units, based on the plan to organize forces to implement the project of the General Staff of the Vietnam People's Army, to develop a detailed and specific plan to organize the implementation of tasks according to their functions, ensuring strictness and efficiency.
Units urgently stabilize the staff, establish the unit's organizing committee, organize basic training, focusing on basic training of each person, each group, each row as the basis for practicing coordinated movements in 1/3 of the block, 1/2 of the block, and the whole block, ensuring the requirements: Correct, even, fast, strong, beautiful, and unified.
Senior Lieutenant General Nguyen Van Nghia requested that agencies and units develop plans and organize implementation to ensure good combat; engineering; logistics; communications; security, safety... paying attention to having thoughtful and thorough backup plans. Develop emulation regulations, monitor and evaluate each agency and unit in participating in the implementation of tasks to prepare for the 70th Anniversary of Dien Bien Phu Victory.

According to the plan, after training on marching and marching at the unit, from the end of March to mid-April, training and joint training will be organized at the National Military Training Center 4. At the end of April and the beginning of May, the unit will move to Dien Bien Phu city (Dien Bien province) for joint training, preliminary review, general rehearsal and official duties.
