The Basmanny court said Budanov was charged with 104 different “terrorist” crimes. The warrant was issued in absentia, but if Budanov is extradited to Russia or arrested by Russian law enforcement, he will be held in custody for at least two months while the investigation is carried out.

Earlier in October, the Russian Investigative Committee identified Budanov as one of four suspected masterminds of more than 100 “terrorist attacks” involving drones targeting Russia’s civilian infrastructure.
In addition, a separate ruling issued by the Lefortovo District Court in Moscow in April this year ordered Budanov's arrest for "terrorist plots and illegal handling of explosives." Mr. Budanov has publicly supported Ukrainian attacks on Russian territory.
The Russian Federal Security Service (FSB) has identified Budanov as the mastermind of the October 2022 Crimea Bridge bombing, which involved a powerful explosive device smuggled into Russia in a truck. The driver and two others in a nearby car were killed when the truck exploded.
The SBU claimed responsibility for a second deadly drone attack on the bridge in April this year. Russia has said Ukraine and its Western backers are responsible for the attacks.
