Resolution No. 57-NQ/TW of the Politburo identifies “strategic technology and strategic technology products as one of the focuses and core... gradually becoming self-sufficient in technology, especially strategic technologies”.

The Ministry of National Defense has sent a document to the Ministry of Science and Technology requesting permission to conduct research and manufacture of strategic weapons and technical equipment products and key investment projects to enhance science and technology potential in the 2025-2030 period. This list has been approved by the Central Military Commission Standing Committee.

Based on the central report of the Department of Military Science and the discussion opinions, concluding the working session, Senior Lieutenant General Le Huy Vinh emphasized that implementing research on strategic technology products and investing in science and technology potential is a very important political task, approved by the Central Military Commission and assigned by the Minister of National Defense.

Due to the short time until the end of 2025, the large amount of work, and the complex content, in order to keep up with the implementation progress, Senior Lieutenant General Le Huy Vinh requested the presiding agencies and units to urgently complete the documents explaining the tasks and science and technology programs to be implemented from 2025 and send them to the Department of Military Science before September 6. During the implementation process, if there are any problems or difficulties, they must be promptly sent to the Department of Military Science for resolution, and the Head of the Ministry of National Defense must be informed of any issues beyond their authority.

Regarding the Department of Military Science, Senior Lieutenant General Le Huy Vinh requested that it is necessary to seriously organize the review and appraisal of funding for science and technology tasks and programs in accordance with current regulations; synthesize reports to the Head of the Ministry of National Defense for approval of results and organize implementation immediately in 2025.

At the same time, continue to review mechanisms and policies; guide and create favorable conditions for the leading units and investors to ensure progress, quality and efficiency.
