Merging administrative units leads to many changes in place names, administrative unit codes, and adjustments to population databases... If not carefully prepared, these changes can disrupt the reception and processing of administrative procedure records. In response to that request, the People's Committees of Nhenh and Phuong Lieu wards proactively coordinated with the old district-level specialized departments and offices to review all administrative records being processed; update the new administrative unit codes on specialized software. Thanks to this careful preparation, right after July 1 - the official merger date - the reception and processing of electronic records continued smoothly and without interruption.

Early in the morning, at the Public Administration Service Center of Nenh Ward (the headquarters of the old Nenh Ward People's Committee), many people came to use public services. Mr. Ngo Duy Dung, Deputy Director of the Public Administration Service Center of the ward, said: "Nenh Ward is currently merged from 4 wards: Van Trung, Quang Chau, Tang Tien and Nenh (old) with a population of about 80,000 people, of which the mechanical population is workers in industrial parks of about 20,000 people. For the convenience of the people, the ward currently maintains two points for receiving documents at the headquarters of the People's Committee of Nenh (old) and Van Trung (old) wards. All points are fully staffed with staff to support the people."
While processing documents and guiding other citizens to complete administrative procedures, Ms. Nguyen Thi Bich, a civil servant of Culture and Society of Nenh Ward, said: “Although people have started to get used to submitting documents online, many people still need detailed instructions. Some people are not proficient, so we have to support them. During this time, the ward has arranged for more youth union members, police officers, and post office staff to provide direct support at the Center.” On average, the Center receives more than 300 applications per day, of which more than 50% are done online.
To better serve the people, the Party Committee and People's Committee of Phuong Lieu Ward (merged from Phuong Lieu Ward (old) and Phuong Mao Ward) have invested funds and accelerated the construction progress of the facilities of the Ward Public Administration Service Center. Currently, the Center has a large area with many modern facilities. As a ward with a large number of workers, there are often cases of certification procedures, so the ward has arranged 3 specialized officers in the field of justice - civil status to be on duty at the Center to ensure the progress of processing records. Justice - Civil Status Officer Nguyen Tai Do said: "In the early days, accessing the software of the Ministry of Justice was sometimes problematic, but now it has been smooth. All records submitted through the Public Service Portal are received and processed on time". In this field, in the past half month, Mr. Do has received more than 150 online records on electronic certification and signature confirmation.
A bright spot in the process of bringing digital government closer to the people is the support of the post office force. At the citizen support counter of Phuong Lieu ward, Ms. Nguyen Thi Phuong Oanh, an employee of the Que Vo Post Office branch, patiently guides people from the login step to submitting online applications. “It only takes about 5-10 minutes if properly guided. But if people do it themselves, it will be quite time-consuming and even prone to errors. Therefore, we are always ready to support.”
Remove obstacles
In addition to the remarkable results, the implementation also shows some difficulties that need to be overcome soon so that the settlement of administrative procedures in the digital environment can really go into depth. One of the major problems is the change of administrative place names, which makes many people confused when declaring documents, unable to find the correct new address on the electronic system.

Starting a business in Phuong Lieu ward, Mr. Duong Van Hoa from Luc Nam commune came to the ward's Public Administration Service Center to complete the procedures to change his business registration. Mr. Hoa shared: "If everyone guides me, I can do it myself, but it will be slow. When I come here, the staff enthusiastically supports me. However, the business registration information system has errors, so it takes a long time to send the documents."
Comrade To Thanh Cong, Vice Chairman of the People's Committee, Director of the Phuong Lieu Ward Public Administration Service Center said: "Previously, people performed administrative procedures through the Public Service Portal of each province, so the number of visits was less. Now the National Public Service Portal is the focal point for receiving records nationwide, the traffic is large, so there are times when the network is congested. With non-administrative procedures, especially in the field of land, it is recommended that the province soon unify the list and specific procedures for effective implementation."
A significant difficulty is that the digital capacity of the people, especially the elderly and ethnic minority workers, is still limited. Many people are still unfamiliar with the VNeID electronic identification platform - the key to accessing modern public services. Many small and micro enterprises and individual business households are not yet in the habit of using digital utilities when carrying out administrative procedures. Faced with this reality, the authorities of the two wards continue to promote propaganda on the loudspeaker system, distribute leaflets at boarding houses and factories; at the same time, coordinate with the community digital technology team and the police force to organize concentrated guidance in residential areas and industrial parks.
The settlement of administrative procedures according to electronic processes in Nhenh and Phuong Lieu wards in particular, and localities in the province after the merger in general, not only ensures the smooth operation of the grassroots government but also shows the spirit of initiative and flexibility in administrative reform. When there is close coordination between the government, officials, support forces and consensus from the people, digital transformation is no longer a distant thing. This is the foundation for Bac Ninh to continue administrative reform, comprehensive digital transformation, and better serve the people and businesses.
