The Ho Chi Minh City People's Committee has just reported on the implementation of tasks for the 2024-2025 school year and preparations for the new school year 2025-2026.
According to the Ho Chi Minh City People's Committee, after the merger, the entire city is expected to have more than 2,528,700 students from preschool to high school in the 2025-2026 school year (an increase of nearly 40,000 students compared to the previous school year).
Of which, preschool level has more than 478,400 students; primary level has more than 939,000 students, secondary level has more than 759,200 students; high school level has more than 352,000 students.
In preparation for the 2025-2026 school year, the city plans to put into use 1,287 new classrooms from the state budget. (Preschool: 151 classrooms; Primary: 585 classrooms; Secondary: 412 classrooms; High School: 112 classrooms).
In the 2025-2026 school year, Ho Chi Minh City will ensure that 100% of children living there have enough places to study, and ensure conditions for facilities and equipment to organize activities ateducational institutions to ensure compliance with the requirements of the general education program.
According to the Ho Chi Minh City People's Committee, from the 2025-2026 school year, the enrollment work for grades 1 and 6 of wards, communes, and special zones will uniformly use the primary enrollment system at the address: https://tuyensinhdaucap.hcm.edu.vn, with enrollment data source taken from the database of the city's Department of Education and Training at https://csdl.hcm.edu.vn.
Information on “current residence” in the database of the Ho Chi Minh City Department of Education and Training has been verified with the national population database (under Project 06) and will be the main criterion for admission to the first grade classes.
Wards, communes, and special zones base on the instructions and documents of the Department of Education and Training of Ho Chi Minh City to develop their own enrollment plans suitable to the actual conditions of the locality.
The total number of students expected to enroll in grade 1 is 113,417 and grade 6 is 124,108. As of May 13, 2025, the confirmation rate is 95%.
For the remaining 5%, due to special reasons that cannot be issued codes, the Department of Education and Training of Ho Chi Minh City will be responsible for issuing temporary codes to candidates. After the enrollment period, the Department of Education and Training will coordinate with the police to resolve the issue of identification codes for all students participating in the enrollment for the 2025-2026 school year.
The Department of Education and Training of Ho Chi Minh City has proactively reviewed data of students of admission age since February 2025 and completed the confirmation of personal information of 237,525 students (113,417 kindergarten children and 124,108 grade 5 students) through the VNEID system with information including identification code, full name, year of birth, current school and current residence.
Early information confirmation will help localities proactively review data before issuing enrollment plans, limit changes in residence after the plan is in place, contribute to significantly reducing the rate of complaints and ensure fairness and transparency in enrollment.
Regarding the organization of admission to grade 10 high school, Ho Chi Minh City has 129,382 grade 9 students taking the junior high school graduation exam, of which 109,720 students registered to take the grade 10 entrance exam.
There are 1,079 students eligible for direct admission, the rest wish to study in other types.
Ho Chi Minh City, Binh Duong province and Ba Ria - Vung Tau province (before the merger) have developed a plan to enroll 10th graders in the area with a total enrollment target of 95,796 students in public high schools.
