“Lifebuoy” for the poor
In early 2023, Mr. Vu Cong Nam in Dong Hung commune was diagnosed with uveitis. Six months later, he was diagnosed with leukemia. Unfortunately, he suffered from a serious illness and often had to go to a higher-level hospital for treatment, so the costs were very expensive. Thanks to the health insurance card, Mr. Nam was covered by the health insurance fund for 80% of his treatment costs. This helped ease the financial burden on his family and gave him more confidence and motivation to fight the disease. Understanding better than anyone the value of the health insurance card, Ms. Nguyen Thi Tam, the wife of Mr. Vu Cong Nam, shared: In 2024, my husband was paid over 200 million VND by the health insurance fund after 10 long-term hospitalizations. If I had to pay all of the above amount, my family would not be able to bear it. Health insurance is truly a lifesaver for seriously ill people like my family.
In Dong Hung commune, there is Mrs. Tran Thi Yen, who is also seriously ill and has to go to Hanoi regularly for treatment. Recently, she discovered that she has a thyroid tumor, so her life is very difficult. Mrs. Yen said: Every month, I have to go to Bach Mai Hospital at least once for examination and treatment. My husband is also in poor health and cannot do heavy work, so the family's finances are very difficult. Fortunately, thanks to the health insurance card, I have been able to reduce a lot of expenses during the examination and treatment process.
Humanitarian policy for the community
In 2025, in the province, there were many serious illness cases that were paid a huge amount of money by the Health Insurance Fund, such as Ms. Do Thi Mac in Chau Ninh commune, who received nearly 1.8 billion VND in medical treatment costs from the Health Insurance Fund; Mr. Pham Van Thinh in Nguyen Trai commune, who received 971 million VND in medical treatment costs from the Health Insurance Fund; Mr. Tran Duc Duy in Tien Hoa commune, who received 606 million VND in medical treatment costs from the Health Insurance Fund.
In the first 6 months of 2025, Hung Yen province had 2,241,151 people receiving health insurance for medical examination and treatment with benefits guaranteed at a cost of over 1.7 trillion VND. Of which, 475 people had their medical examination and treatment costs covered by the health insurance fund covered by over 100 million VND. Mr. Nguyen Thanh Ba, Deputy Director of the provincial Social Insurance, said: By participating in health insurance, people will have all costs paid by the health insurance fund according to regulations, without being limited by age, number of treatment days and total health insurance examination and treatment costs. The Law on Health Insurance stipulates that all people have the right to participate in health insurance and have the same scope of health insurance benefits, including: costs of medical examination, treatment, rehabilitation, periodic pregnancy check-ups, childbirth, transportation of patients from district-level hospitals to higher-level hospitals for some subjects and costs in primary health care for workers, students, and children under 6 years old. The list of drugs covered by the Health Insurance Fund meets the medical examination and treatment needs of health insurance card holders with more than 1,000 active pharmaceutical and biological ingredients and hundreds of traditional medicines and herbal medicines. Among them, there are many drugs for treating cancer, rare diseases, hemophilia, various cardiovascular diseases, patients are prescribed long-term use, some drugs are used for life for the treatment process.
With the humane meaning of the health insurance policy, the Provincial Social Insurance is focusing on implementing many synchronous solutions to widely propagate the meaning and role of health insurance to all people living in the area. First of all, it is necessary to promote the role of the Steering Committee for implementing social insurance and health insurance policies in urging and supervising the implementation of targets of localities. The Provincial Social Insurance regularly instructs specialized officials of communes to closely follow the area, coordinate with collection staff to screen potential people, actively propagate and mobilize people to participate in health insurance to receive health care and protection; at the same time, assign permanent assessors at medical examination and treatment facilities to coordinate with medical facilities in the area to simplify health insurance examination and treatment procedures, improve the quality of medical examination and treatment and ensure proper and adequate implementation of health insurance regimes and benefits for people.
