“Do it quickly, do it thoroughly”
On August 1, the Politburo and Secretariat issued Conclusion No. 183-KL/TW with the following content: "Directing the handling and settlement of policies and regimes for cadres and civil servants affected by the reorganization of the apparatus before August 31, 2025; after this date, it will end."
Implementing Conclusion No. 183-KL/TW, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs also agreed with the Ministry of Finance that if by the deadline of August 31, any unit or locality has not completed the payment, the Ministry of Home Affairs and the Ministry of Finance will report to the competent authority to consider the responsibility of the head.
Regarding the payment of benefits, Minister Pham Thi Thanh Tra said that when units and localities have decided to let cadres, civil servants and public employees quit their jobs due to the impact of organizational restructuring, they need to promptly make payments of benefits and policies in accordance with regulations to ensure that when a decision is made to quit, it must be paid immediately.
The Minister of Home Affairs noted that the support policy under Decree 178/2024/ND-CP is unlikely to be extended. Therefore, the Ministry of Home Affairs recommends that localities “act quickly and decisively.”
Minister Pham Thi Thanh Tra emphasized that the implementation of policies shows recognition and commendation for cadres, civil servants and public employees who voluntarily quit due to the impact of the apparatus arrangement and at this time actively review and encourage the dismissal of the remaining cases so that in the coming time, we can focus on improving the quality of the communal-level civil servant team.
Previously, the Ministry of Home Affairs said that as of July 22, the total number of people who had decided to quit their jobs due to organizational restructuring was 85,447 people; of which the number of people who had quit their jobs was 77,278 people (retired and resigned); the number of people who were submitting their budget to competent authorities for approval and the number of people whose budget had been approved by competent authorities was 74,248 people.
There are 20,417 people who are submitting to competent authorities for approval of funding and 53,831 people have had funding approved by competent authorities, of which, the number of people who have received money is 41,031 people, accounting for 76.22%.
Deploy on schedule for the benefit of staff
In Hanoi, the Hanoi Department of Home Affairs has just sent an official dispatch to units regarding the settlement of policies and regimes for cadres and civil servants affected by the organizational restructuring.
For documents sent to the Department of Home Affairs, units must review and adjust the time of early retirement or resignation to September 1, and send a written document to the Department of Home Affairs before August 10.
Regarding cases that have not yet submitted their documents to the Department of Home Affairs, the Department of Home Affairs requests units to urgently complete their documents and send a written document to the Department before August 15.
The Department of Home Affairs coordinates with the Department of Finance to appraise and report to the Hanoi People's Committee for consideration and decision, and complete the project before August 31. The time to request early retirement or resignation for these cases is September 1.
After the Ministry of Home Affairs has instructions, the Department of Home Affairs will preside over and coordinate with relevant agencies and units to continue advising and reporting to the Hanoi People's Committee to implement policies and regimes for subjects affected by the reorganization of the apparatus in accordance with the direction of the Politburo, the Secretariat and the guidance of the Ministry of Home Affairs.
“This is an important work content, related to the interests of cadres and civil servants affected by the organizational arrangement, and the implementation time is very short; the Department of Home Affairs requests that the Heads of departments and branches; Chairmen of the People's Committees of communes and wards pay attention to directing and implementing it to ensure compliance with regulations and progress,” the document clearly stated./.
