The Government Steering Committee requires heads of agencies and units to uphold their responsibilities, correctly identify the subjects who have quit their jobs to promptly resolve them according to Decree 178 (amended and supplemented in Decree 67), associated with streamlining the payroll, improving the quality of the team, and not allowing the situation of evading responsibility or taking advantage of policies to occur.
The dispatch stated that on August 1, 2025, the Politburo and the Secretariat issued Conclusion No. 183-KL/TW requesting urgent completion of the settlement of policies and regimes for cadres, civil servants, public employees and workers affected by the reorganization of the political system.
However, through synthesizing feedback and monitoring the implementation of policies and regimes for cadres, civil servants, public employees and workers according to Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP), there is a situation where cadres, civil servants and public employees push away, avoid work and take advantage of policies in the process of requesting competent authorities to consider and resolve policies and regimes.
Accordingly, to effectively promote the humane nature of the policy and ensure that the policy and regime are implemented strictly and in accordance with regulations, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model of the Government requests the heads of Ministries, Departments, Branches and localities to implement 3 key contents.
Firstly, strengthen the dissemination and strict implementation of the Party's guidelines on implementing policies and regimes for subjects affected by the reorganization of the apparatus and administrative units of the political system.
Second, direct the heads of agencies, organizations and units to uphold their sense of responsibility in identifying the right subjects of resignation and promptly resolving them in accordance with Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) in conjunction with implementing the goal of streamlining the payroll and restructuring, improving the quality of the staff, civil servants and public employees, not allowing the situation of avoiding or pushing work in performing tasks, taking advantage of policies when proposing, considering and resolving policies and regimes under their authority.
Third, strictly handle cases and acts of profiteering and violations in reviewing and resolving policies and regimes for subjects under management according to the provisions of law.
Previously, at the meeting of the Standing Committee of the Government Party Committee and the Government on assessing the situation after 2 months of operating the 2-level local government, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs issued Official Dispatch No. 6383/BNV-TCBC dated August 13, 2025 guiding the implementation of Conclusion 183 of the Politburo, including the completion of the implementation of regimes and policies according to the provisions of Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) on August 31, 2025.
"This is a big problem, and many localities are facing difficulties due to the short time it takes to implement it. The Ministry of Home Affairs has instructed agencies and localities to carefully review and consider the right subjects for policy leave according to regulations, to avoid widespread layoffs, and to focus on retaining competent officials to ensure the quality of the team," said the Minister of Home Affairs.
Regarding the settlement of policies and regimes for cadres, civil servants and public employees, as of August 19, the total number of people who have decided to quit their jobs is 94,402, of which 81,995 people have submitted their budget to competent authorities and have been approved (more than 50,000 people have received money).
It is expected that by the end of August, the number of people taking leave under Decree 178 will increase by about 6,000 - 7,000 people. Thus, the number of people taking leave under Decree 178 is estimated at about 100,000 people.
