Civil servants of Rach Gia Ward Public Administration Service Center receive records and administrative procedures of people.
Rach Gia Ward was merged from 9 wards of the former Rach Gia City, with the largest population in the country, with more than 250,600 people. The number of administrative procedures arising during the day is very large, especially in the field of civil status. In the first 10 days of July 2025, the Center received 1,172 civil status records, accounting for 44.73% of the total number of records received; by the end of July 10, the Center returned 1,112 records, of which 6 were overdue.
In charge of receiving civil status records, civil servant Le Thi Ngoc Duyen of the Center said that before the ward merger, she was a specialist at the Department of Justice, processing city-level records sent by postal workers. After the merger, she was in charge of receiving civil status records from people in the entire ward, then transferring them to the specialized department for processing. In recent days, the system for receiving records has sometimes been overloaded, hanging at peak times, causing delays in receiving records from people. The civil status software has not been fully updated with functions for some areas, so staff have to process manually... "Thanks to the center being fully equipped with equipment, facilities and network infrastructure, and arranging staff to support people in filling out declarations and submitting documents online, it helps me reduce time and effort in the initial guidance stage, and focus more on professional work. I have experience and expertise in the field of civil status, so the operations are carried out professionally. However, due to the large number of records, I have to make efforts, arrange work scientifically, take advantage of time, speed up the reception process, and limit errors to facilitate the department to process records, ensuring good service for the people", Ms. Ngoc Duyen shared.
Officers guide people to write applications for administrative procedures.
Previously, Mr. Ho Van Nguyen was a civil servant in charge of synthesizing, collecting statistics, and reporting at An Hoa ward before the merger. He is now in charge of receiving documents in the field of notarizing original copies. The new job requires Mr. Nguyen to directly contact people, to be present at the Center before 7:00 a.m. and after work hours to summarize data to report to the unit. Documents in the field of notarizing original copies must be processed during the day, while the number of documents is large and diverse. “I receive an average of more than 100 documents/day; one person requests many different documents. The job of receiving people requires me to communicate more than before. To meet the requirements of the job, I have increased my research, learning, and improving my communication skills, software processing skills on the one-stop system including the steps of receiving, processing documents, submitting for signature, digitizing output, and signing for storage,” Mr. Nguyen shared.
Deputy Director of the Center Tran Thanh Phong said that the staff, civil servants, and support staff of the center all strictly follow working hours, even working more than the prescribed hours due to the large workload. The civil servants directly receiving the documents ensure professional qualifications, expertise, and experience in the field in charge, so the documents are processed smoothly. The support staff is proficient in information technology, enthusiastically supporting and guiding people to register their documents.
In addition to the remarkable results, the operation of the Center is still difficult due to many reasons. “To improve operational efficiency, the Center organizes regular meetings every Thursday afternoon to review the work and contents that need to be coordinated with the units of the Ward People's Committee; every Friday afternoon, the Center invites representatives of departments and offices to meet and discuss solutions to promptly remove difficulties and obstacles with the goal of performing work more effectively each week", Mr. Tran Thanh Phong shared.
