High School Graduation Exam 2025: Maximum support for candidates

The 2025 high school graduation exam took place just a few days before the country simultaneously announced the system of organizational apparatus and administrative units, put into operation at the provincial and communal levels from July 1, 2025. Ensuring all conditions, not to affect the exam, is of utmost importance to localities.

Special context of the 2025 exam

Before the high school graduation exam this year, Prime Minister Pham Minh Chinh chaired a national conference to prepare for the 2025 high school graduation exam, with the requirement to ensure the exam takes place normally, comprehensively, and synchronously.

Ministries, branches, and localities, especially at the grassroots level, participate in organizing the exam safely, seriously, thoughtfully, smoothly, compactly, publicly, transparently, equally, and ensuring the requirements and regulations set forth.

Prime Minister Pham Minh Chinh emphasized the need to create the most favorable conditions for candidates and invigilators, ensure equal access to disadvantaged groups, and not leave anyone behind; and promote the highest sense of responsibility for the success of the exam.

Deputy Minister of Education and Training Pham Ngoc Thuong said that the 2025 high school graduation exam will take place in a special context. This is the first exam to apply the 2018 GeneralEducation Program, while still being organized for candidates following the 2006 General Education Program.

At the same time, the whole country is streamlining the administrative apparatus, arranging the inspection system and the police force. The number of candidates increased by nearly 100,000 people compared to last year, along with challenges in high-tech security.

To organize the exam seriously, comprehensively and methodically, the Ministry of Education and Training has promptly developed and issued the Exam Regulations, Exam Organization Plan, and documents directing and guiding localities on exam preparation and organization.

The Ministry of Education and Training has also established inspection teams of the Ministry's leaders and the National Steering Committee to directly inspect the exam preparation work in 13 provinces and centrally-run cities from June 4 to June 12, 2025. At the same time, 10 teams were established to conduct in-depth inspections of exam preparation work at 20 Departments of Education and Training.

At the local level, all 63 provinces and cities have established provincial exam steering committees, issued directive documents, organized inspections, fully prepared facilities, and mobilized local resources in accordance with actual conditions.

In 2025, the Central Youth Union built the "Supporting the Exam Season" portal, providing more than 1 million free review courses, admission information for over 30 majors, along with psychological counseling programs, study orientation, and experience sharing from candidates with high results. Notably, during the exam period, the Central Youth Union directed the deployment of 3,000 volunteer teams, with more than 20,000 volunteers participating, focusing on supporting candidates in difficult circumstances, especially in remote areas.

The Ministry of Education and Training has directed localities to organize trial exams but operate them in real time, helping to comprehensively test the organization and make timely adjustments. Many localities have organized 2-3 trial exams. Reviewing is also carried out systematically, without charging fees to 12th grade students according to regulations.

The Ministry of Education and Training said that the 2025 high school graduation exam will use 3 main software systems: Exam management system, multiple-choice test scoring software, and software to support the Council in creating exam questions. Currently, all software systems are operating well and are being put into use according to the exam organization schedule.

Maximum support for candidates

With the largest number of candidates in the country, in the 2025 high school graduation exam, Hanoi for the first time launched a digital map application to support candidates in finding exam locations throughout the city. The digital map allows visitors to access the address https://ioc.hanoi.gov.vn/map/dia-diem-thi-tot-nghiep-thpt to search for information about exam location addresses, exam room numbers, exam hotline numbers, etc.

In 2025, Dak Lak province has 22,612 candidates registered for the exam, an increase of more than 2,000 candidates compared to the previous year. Of these, more than 2,000 candidates are ethnic minorities and more than 2,100 candidates are students at Continuing Education and Vocational Education Centers.

The Provincial People's Committee has directed the Education sector to promote review work for students, and at the same time implement practical support measures for disadvantaged students, students in difficult areas, and ethnic minority areas.

"In particular, we have mobilized resources to support candidates in difficult circumstances, children of poor households, students in remote areas, ensuring that no student has to drop out of the exam due to economic conditions or family circumstances," said Mr. Nguyen Thien Van Quyen, Chairman of the Dak Lak Provincial People's Committee.

As a province with many difficulties in terms of infrastructure, with fragmented terrain, and frequent floods during exam time, Yen Bai province has developed plans to respond to unusual situations.

In addition, the province also proactively assigned clear responsibilities and maintained close coordination among forces to ensure the exam took place safely, seriously, and in accordance with regulations, creating the most favorable conditions for candidates.

The 2025 high school graduation exam will be held on June 25, 26, 27, and 28. On June 25, candidates will complete exam registration procedures; the official exam will take place on June 26-27; June 28 is the backup exam date.
