Innovation to improve overall quality in education and training

In the period of 2020 - 2025, the education and training sector of Quang Tri has achieved many outstanding achievements. To achieve that result, the education and training sector has effectively implemented Resolution No. 29, dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration.

One of the important contents that the Departmentof Education and Training has implemented is to proactively and actively advise the Provincial Party Committee, People's Council, and Provincial People's Committee to issue many directive documents, resolutions, and plans related to local education development. The Department has also promptly and synchronously deployed the 2018 General Education Program across the province from grades 1 to 12 and prepared for the first high school graduation exam under the new program in the 2024-2025 school year.

To meet the requirements of improving the quality of teaching and learning, the Department of Education and Training has synchronously deployed solutions to build a team of managers, teachers and staff with good political ideology, good moral qualities, dedication to the profession, actively studying and training to improve professional qualifications and political theory.

The recruitment, appointment and training of teachers are carried out seriously and promptly. Special support policies are also guaranteed, such as support for teachers in difficult areas and support for preschool cooks. The Department has also organized the review of professional title promotion for more than 3,600 teachers in 2025, contributing to encouraging and improving professional motivation among teachers. Currently, the number of qualified teachers accounts for 99.94%, and 83.44% above standard.

With a team of solid professional expertise, the education and training sector of Quang Tri has continuously improved the quality of spearhead education, mass education, and strengthened international integration in education and training. With that approach, the quality of preschool education has made significant progress with 100% of 5-year-old children completing the program; the rate of malnutrition in children has decreased significantly. At the general education level, the rate of students with learning and training results from the satisfactory level and above is always above 98%; the average high school graduation rate in the past 5 years has reached over 95%.

The leading education sector has achieved many successes with thousands of awards in provincial, national and international competitions for excellent students. The 2024-2025 school year recorded a record with 3 projects winning awards at the National Science and Technology Competition, of which one project won an international award at the Intel ISEF.

In addition to building a qualified and above-standard team, the education and training sector in the province has also effectively mobilized investment resources, in which the annual education budget accounts for 20% - 26% of the total local budget. Facilities have been significantly improved with the rate of solid classrooms in the province currently reaching 85.2%, exceeding the set target.

By May 2025, more than 70% of public schools will meet national standards. The education and training sector has also implemented many solutions on socialization of education with the support of many domestic and foreign organizations, contributing to improving the quality of teaching and learning conditions for students.

Quang Tri Education and Training Department is one of the leading units in digital transformation and administrative reform in the locality. Currently, 100% of the records received at the one-stop department are digitized, 76/81 full-process online public services have been published.

The construction of the sector-wide database system in the province has inherited data from school management software, updated data and connected to the database of the Ministry of Education and Training, connected to the provincial IOC Center and served the work of reporting sectoral statistics. From the 2018-2019 school year, the 10th grade enrollment work has been implemented online from exam registration, exam organization to admission.

100% of secondary school, high school and continuing education graduation information from 1974 to present has been digitized and deployed for searching on diploma and certificate searching software. 100% of primary education institutions have deployed digital transcripts, each participating unit has implemented 100% of digital transcripts for grades 1, 2, 3, 4 of the 2023-2024 school year and will be deployed widely throughout the province from the 2024-2025 school year.

The Department has deployed the use of an online meeting room system from the Department to the bridge points of 9 districts, towns and cities to serve conferences, training, seminars, and online teaching and learning topics in the whole industry with high efficiency. 100% of educational institutions have deployed school management software in educational quality assessment, library management, excellent student competitions, emulation and rewards, and the information system has been recognized as safe. In 2024, the Department of Education and Training will be ranked 3rd in the province in terms of digital transformation index.

International cooperation activities also recorded many positive results, with memorandums of understanding signed with many educational institutions in Laos, Belgium, Switzerland, the United States, and Singapore, opening up many opportunities to exchange and learn modern management and teaching experiences.

The work of universalizing education and eliminating illiteracy has been maintained stably, with increasingly improved quality. The rate of children and students going to school has increased at all levels, especially the rate of mobilizing 5-year-old children to kindergarten and 6-year-old children to grade 1 has reached almost absolute. The project "Building a learning society" has been effectively implemented, creating a foundation for the lifelong learning movement throughout the province.

With outstanding achievements in the 2020-2025 period, the Quang Tri education and training sector is affirming its position as one of the pioneers in comprehensive educational innovation, creating a solid foundation for new developments in the coming time.
