Focus on implementing key tasks on agriculture and environment

Urgently improve the organization

Mr. Lam Van Tan - Director of the Department of Agriculture and Environment affirmed that the organization consolidation and personnel streamlining are top priorities. The goal is to build an effective, smooth and flexible operating apparatus to meet the requirements of agricultural development, environmental protection and serving the people in the new period.

Accordingly, the department has received a total of 3,446 civil servants, public employees and workers. At the same time, it has completed the organization, assigned tasks, stabilized the workplace and submitted to the Provincial People's Committee decisions to establish affiliated departments and branches in accordance with regulations.

Based on the achievements of the localities, the Board of Directors of the Department of Agriculture and Environment clearly identified the immediate priority task as perfecting the organizational structure, stabilizing personnel, assigning functions and tasks scientifically and reasonably, and bringing the system to operate effectively and synchronously from the province to the grassroots level.

This is a prerequisite to ensure smooth direction and operation, to avoid interruption in activities serving people and businesses, and to ensure successful implementation of assigned political tasks.

“Every collective, every individual, whether working in rural or urban areas, whether working at the office or at the station, together looks towards a common goal: Building an ecological agriculture, modern countryside, civilized farmers; protecting and promoting sustainable natural resources, for a green-clean-beautiful and developing Vinh Long”, said Director of the Department of Agriculture and Environment Lam Van Tan.

3 major industry directions

Over the past 6 months, the entire industry has strived to maintain stable growth in agricultural production, synchronously implementing industry restructuring programs, natural disaster prevention, digital transformation and environmental protection. According to preliminary assessments, the industry's total production value reached nearly 45,000 billion VND in the first 6 months, an increase of about 3%.

Each cadre, engineer, technical staff, environmental specialist, forest ranger, irrigation worker, veterinarian… has been and is dedicated to their work. Some work day and night on the land and in the garden, some are attached to data and computers, and some silently preserve each forest and each dike. All of them create a colorful, durable, stable and hopeful picture of the agricultural and environmental sector.

Along with the task of perfecting the organizational structure and stabilizing personnel, the Department of Agriculture and Environment will focus on implementing three major orientations. That is, promoting the restructuring of the agricultural sector towards ecology, high technology, circulation and low emissions, strongly developing production models applying science and technology, increasing added value, expanding the consumption market and gradually building the brand of Vinh Long agricultural products.

Strengthen management, effectively exploit resources, protect the environment sustainably, especially focusing on the areas of land, forests, water resources, and air quality. Proactively respond to climate change, control pollution, prevent natural disasters, and protect natural ecosystems.

Promote comprehensive digital transformation, build and operate a synchronous industry database, effectively serve the direction, administration and improve the quality of public services. This is an important tool to innovate management methods, towards a modern administration, serving people and businesses better.

6 key tasks

Director of the Department of Agriculture and Environment Lam Van Tan said that in the last 6 months of the year, the agricultural and environmental sector of Vinh Long province will continue to carry out 6 key tasks. Specifically: Continue to focus on restructuring the agricultural sector towards efficiency and sustainability; replicate the Project "Sustainable development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta region by 2030" in the province; encourage the development of green, organic, circular agriculture, and high-tech agriculture.

Proactively take measures to prevent, respond to, and overcome the consequences of natural disasters and plant and animal diseases. Manage and control the quality of agricultural materials, animal feed, plant varieties, livestock, and aquatic products. Continue to implement key, urgent tasks and solutions to combat IUU fishing.

Develop new and improve the quality of OCOP products (from 3 stars to 4 stars or more), typical rural industrial products associated with support for bringing products to foreign e-commerce platforms.

Speed up the investment in the irrigation system in a multi-purpose direction, ensuring water sources for production and people's lives; strengthen inspection, promptly detect and handle subsidence and landslides of dikes and embankments. Pay attention to the care, management, protection and prevention of forest fires; speed up the progress of tree planting according to the Prime Minister's Project on Planting 1 Billion Trees; pay attention to forest development, forest planting to prevent landslides at river mouths, coastal areas and protective forests.

Effectively implement the Strategy for sustainable exploitation and use of resources, protection of marine and island environment. Effectively manage and use land, water and mineral resources. Strictly control and manage the environment in production, business, residential areas, coastal craft villages...

Complete the organization, apparatus and personnel of the industry after the merger and adequate facilities to meet the working needs of cadres, civil servants, public employees and workers to ensure smooth and effective operations.
