According to the Department of Health, medical "brokers" are individuals (who may be inside or outside medical facilities) who act as intermediaries, entice, or lead patients to medical examination and treatment at medical facilities according to agreements or for personal gain.

This situation not only causes insecurity and disorder in the hospital premises but also affects the rights, service quality and trust of people in the health sector.

To rectify and prevent, the Department of Health requires units to review, evaluate and report on the current situation of whether or not there is a "broker" situation at the unit and surrounding areas. The report must clearly state the current situation at the unit, the form of collusion between outsiders or unit employees with outsiders (if any), and handling measures.

At the same time, assess the existing problems and limit the potential risk of "brokers" in medical examination and treatment at the unit and surrounding areas; strengthen internal monitoring solutions, arrange personnel to monitor and follow through the security camera system; direct officers, employees, and security guards to be more vigilant, promptly detect, and coordinate handling when detecting signs of "brokers".

At the same time, step up propaganda for all officials, employees, patients and patients' relatives about violations related to "brokers".

The Department of Health requests units to urgently implement and send reports to the Department before 2:00 p.m. on July 30, 2025.

Previously, on July 23, a nearly 6-minute clip was circulated on social media, recording a girl sharing that she was "lured" into having a health check at a private facility for a fee of 300,000 VND, after going to the Hai Chau Regional Medical Center.

The unit has confirmed that it has no intention of associating with private clinics and is coordinating with authorities to verify and handle the case.
