As of May 28, 2025, out of a total of 1,786 administrative procedures applied in the area, the processing time has been reduced for 1,007 administrative procedures, reaching 56.4%. In particular, in 1,007 shortened procedures, the total number of processing days according to the regulations of the Ministry and branches is 17,584 days, but now it is only 11,555 days, meaning 6,030 days have been saved (reaching 34% of the target of 30% set by the province). Along with that, the Provincial People's Committee has authorized departments and branches to process 48/238 administrative procedures under their authority, and departments and branches have authorized 255 administrative procedures to the leaders of departments and boards for appraisal and approval right at the Public Administration Service Center.
In addition to shortening the time, Quang Ninh strictly implements the announcement and public posting of all administrative procedures on the National Database of Administrative Procedures. 100% of documents are sent, received and processed in the electronic environment. In the first 5 months of 2025, the whole province received and processed 447,203 records. The number of records performing online public services synthesized from the Provincial Administrative Procedure Processing Information System and from specialized software reached 92.8%. 100% of fees and charges are paid electronically. The satisfaction level of organizations, businesses and people through the survey reached 100% "very satisfied" and "satisfied".
The province also focuses on developing online public services. By the end of June 2025, the province had updated 967 administrative procedures to the information system for handling administrative procedures. The rate of records resolved before the deadline on the provincial electronic One-Stop System reached 73.9%, the highest level ever. On the National Public Service Portal, the rate of exploitation and reuse of digital data reached 85.76%; the number of queries from the electronic data warehouse reached more than 1 million. The province currently has 755/1,794 administrative procedures providing full online public services (42%) and 989/1,794 administrative procedures providing partially online services (55.1%).
Not only focusing on cutting down procedures, Quang Ninh also promotes digital transformation to improve operational efficiency. The e-Government system has completed a shared electronic document database at the district level, serving well the 2-level government model from July 1, 2025. The province has completed the WAN network system from the provincial to the commune level, connecting 14 national databases, and at the same time completed connecting the provincial-level administrative procedure settlement system with the electronic data warehouse of organizations and individuals on the National Public Service Portal.
The model of a one-level Public Administration Service Center under the Provincial People's Committee has also been effectively piloted. After 5 months of operation, this model has optimized the administrative procedure processing, shortened the time and increased transparency in handling records. Currently, the public administration service centers at the commune, ward and special zone levels meet the goal of providing public services closest to the people and businesses.
Based on digital infrastructure and digital transformation, Quang Ninh has continuously researched and perfected the "one-stop, one-stop" mechanism according to Decision No. 468/QD-TTg dated March 27, 2021 and monitored operational indicators and assessed the quality of service for people and businesses in real time. The electronic information portal of the Provincial Public Administration Service Center has boldly deployed the column "Citizens ask - Public administration answers" with 423 supports and 2 videos , and posted 83 news articles, attracting more than 1,040 visits/day.
With the spirit of “innovation, creativity, daring to think, daring to do, daring to take responsibility”, Quang Ninh is steadily moving forward on the journey of building an e-government, an effective public administrative service center, contributing to the realization of the dual goal: both improving the investment and business environment and enhancing the quality of service to the people and the business community.
