One of the issues of interest at the discussion session was the amendment of Clause 1, Article 110 of the Constitution, related to the organization of administrative units. “Administrative units of the Socialist Republic of Vietnam include provinces, centrally run cities and administrative units below provinces and centrally run cities as prescribed by law.”
According to the Vietnam National Assembly Electronic Information Portal, delegate Nguyen Anh Tri ( Hanoi Delegation) commented that this is a reasonable regulation, creating conditions for the organization of two-level local governments currently being implemented; at the same time, creating a wider space so that in the future there can be reasonable adjustments without being entangled, without having to amend the Constitution.

On the other hand, according to the delegate, urbanization is a common trend globally, and in our country, urbanization can be seen very clearly from 1975 until now. Besides the old cities such as Vinh, Nam Dinh , Nha Trang, Da Lat, many new cities have appeared, enriching the provinces and beautifying the country. With the urbanization process that is taking place and will take place strongly, the delegate believes that the regulation as Clause 1, Article 110 in the draft Resolution is very reasonable and has a long-term vision.
From another perspective, delegate Mai Van Hai (Thanh Hoa delegation) suggested careful consideration to avoid different understandings of the two-tier local government model. He suggested continuing to specify administrative units, including provinces, centrally run cities, communes, wards, and special zones, to ensure transparency and consistency.
Regarding the amendment and supplement to Clause 1, Article 84 of the 2013 Constitution, the draft Resolution stipulates that “The Central Committee of the Vietnam Fatherland Front and the central agencies of socio-political organizations have the right to submit draft laws to the National Assembly and draft ordinances to the National Assembly Standing Committee”. Delegate Mai Van Hai suggested that this provision should be reviewed to ensure consistency with the amendment and supplement to Clause 2, Article 9 of the draft Resolution.
The People's Deputies newspaper quoted delegate Mai Van Hai as saying: In order to have more unity and conformity with the organizational arrangement of the Vietnam Fatherland Front and socio-political organizations, it should be stipulated that socio-political organizations under the Vietnam Fatherland Front exercise the right to submit draft laws and ordinances to the National Assembly and the National Assembly Standing Committee through a focal point, the Central Committee of the Vietnam Fatherland Front. Other member organizations should be stipulated to submit draft laws and ordinances to the National Assembly and the National Assembly Standing Committee through the Government for submission. In fact, the Government has been performing this task.

Delegate Duong Van Phuoc (Quang Nam) said that the provisions in Clause 2, Article 9 and Article 10 of the draft lack consistency in defining the representative role of the Vietnam Trade Union. According to him, although they are the same entity, the two provisions lead to different interpretations and need to be revised to ensure clarity and coherence in the constitutional system.
Delegates expressed their high consensus with the provision that the Draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution will take effect immediately after being approved by the National Assembly to create a legal basis for the operation of the two-level government apparatus from July 1, 2025. The sooner the resolution takes effect, the more difficulties and obstacles will be quickly overcome, ensuring consistency from the Party's policies to the State's laws, creating new motivation and vitality for the whole society, from the people to businesses, to actively participate in the cause of building a strong country.

In his concluding remarks, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the National Assembly Standing Committee will direct the full synthesis of delegates' opinions, including written opinions and opinions on the National Assembly's website, to be sent to relevant agencies for urgent study, acceptance, and completion of the draft Resolution to be submitted to the National Assembly for consideration and decision. At the same time, the Standing Committee of the Law and Justice Committee will be assigned to urgently study and advise the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution to fully absorb and fully explain the opinions of National Assembly delegates to revise and complete the draft Resolution to amend and supplement a number of articles of the Constitution, to be completed on Saturday and Sunday, and on Sunday afternoon, to be sent to National Assembly delegates for consideration before submitting it to the National Assembly for approval on the morning of Monday, June 16.
The Vice Chairman of the National Assembly also said that he will coordinate with the Office of the President to submit the Resolution to the President for promulgation on June 16 so that the Constitution and the Law on Organization of Local Government (amended) can take effect immediately.
Over 280 million comments, 99.75% agree to amend the ConstitutionAccording to Chairman of the Law and Justice Committee Hoang Thanh Tung, the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam will be widely publicized to collect opinions from the people, sectors and levels from May 6, 2025. After one month, the Government has received a total of 280,226,909 comments from agencies, organizations and individuals nationwide. The comments have been fully, honestly and objectively collected to serve the revision of the draft. The vast majority of opinions (99.75%) agreed with the necessity of amending and supplementing a number of articles of the 2013 Constitution; agreed with the scope of amendments and supplements and the basic content of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution as stated in the Submission of the Committee on drafting amendments and supplements to a number of articles of the 2013 Constitution. |
