Early proposal of investment needs for primary health care and preventive medicine

On the afternoon of May 25, the National Assembly discussed the report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio -economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023.

Speaking at the discussion, National Assembly delegate Hoang Quoc Khanh (Lai Chau Provincial Delegation) said that, along with the results achieved in implementing Resolution 43/2022/QH15, some policies have not met the set plans and goals. Specifically, regarding development investment in the health sector, the total allocated capital is 14 trillion VND with 145 projects in the health sector. Up to now, the total disbursement of the projects has reached 48% of the total allocated capital.

According to delegate Hoang Quoc Khanh, there are still many commune health stations, district health centers and some provincial hospitals in many provinces and cities, including Lai Chau province, which have been solidly invested for a long time but are now overloaded or seriously degraded; greatly affecting people's health care, and local budgets cannot meet the demand.

The implementation of projects under Resolution 43/2022/QH15 will end in 2024, so delegates requested the Government and the Ministry of Health to urgently summarize and evaluate the results and soon propose investment needs for grassroots health care and preventive medicine until 2030 to have solutions in the coming time.

National Assembly Delegate Duong Van Phuoc (Quang Nam Province Delegation) commented that Resolution 43/2022/QH15 of the National Assembly pays great attention to the health sector. Both fiscal and monetary policies focus resources on health development, but some proposed projects are still not practical, lack feasibility, and do not meet the requirements of epidemic prevention as well as the people's needs for medical examination and treatment.

Paying special attention to the health sector in localities after the Covid-19 pandemic, National Assembly delegate Ly Tiet Hanh (Binh Dinh Province Delegation) emphasized: investment in the health system, especially primary health care, is extremely necessary. Investment in primary health care, preventive medicine, Centers for Disease Control, hospitals, etc. is highly supported and actively implemented by voters and localities. However, the implementation process requires reviewing and re-proposal of the list, so it takes a lot of time to complete investment procedures, leading to slow capital allocation of the program.

Citing the case in Binh Dinh province, which has been continuously petitioning the Ministry of Health and the Ministry of Planning and Investment to consider and provide capital to supplement the remaining capital of the investment project, construction, expansion and upgrading of 5 district health centers, but to date it has not been resolved, the delegate stated: So what is the cause and how will we solve this problem? These are very specific requests that must be answered through monitoring. Avoid the situation where we set out policies and then do not implement them, which will not only lead to a waste of resources but also a loss of people's trust.
