Dong Mai Industrial Park, with a total investment of 210 billion VND, invested by Tan Dai Duong International Import Export Joint Stock Company, with a scale of 16 hectares, in Dong Mai ward. According to Decision No. 3611/QD-UBND (dated December 9, 2024) of the People's Committee of Quang Ninh province, Dong Mai Industrial Park aims to complete technical infrastructure in 2025 and start attracting secondary investors from 2026.
Infrastructure construction has been deployed since February 2025, so far the main items such as: Leveling the ground, internal road system, water supply and drainage, electricity, fire prevention and fighting and wastewater treatment are being urgently deployed. It is expected that by the third quarter of 2025, the entire technical infrastructure of the industrial park will be completed, ready to hand over the site to secondary investment enterprises. Mr. Nguyen Duc Thuan, Project Manager, Tan Dai Duong International Import Export Joint Stock Company, said: The unit is constructing 2.6km of internal traffic route connecting functional areas in the industrial park in Dong Mai ward. Currently, the unit is focusing on maximum human resources and machinery, working 2 shifts continuously, ensuring progress according to the commitment. To date, about 85% of the workload has been completed, the roadbed and drainage system are basically completed. The unit is urgently constructing the concrete layer of the road surface and completing the auxiliary items, expected to complete the entire route this July.
Mr. Nguyen Thanh Chung, representative of the Dong Mai Industrial Park Construction Supervision Unit, said: The unit regularly urges, inspects, and closely coordinates with contractors to ensure construction progress and quality. Currently, construction units are accelerating the simultaneous implementation of major technical infrastructure items. With the current progress, the unit strives to complete the entire project by the end of September 2025, 2 months earlier than the assigned plan, thereby creating conditions to soon attract and welcome secondary investors to Dong Mai Industrial Park.
According to the Industrial Cluster Development Plan for the 2021-2030 period, the province will develop 36 industrial clusters with an area of 2,105.39 hectares. Up to now, the province has established and expanded 16 industrial clusters with a total area of 853.18 hectares. Of which, 5 industrial clusters have invested in building technical infrastructure and come into operation with a total area of 304.61 hectares, including: Ha Khanh Industrial Cluster (50.01 hectares); Hoanh Bo Industrial Cluster (69.4 hectares); Cam Thinh Industrial Cluster (75 hectares); Nam Son Industrial Cluster (47.55 hectares); Phuong Nam Industrial Cluster (62.65 hectares).
There are 11 industrial parks investing and implementing steps to prepare for investment in building technical infrastructure with a total area of 548.57 hectares, including: Dong Mai industrial park (16 hectares); Van Don industrial park (52.58 hectares); Trang An industrial park (25.54 hectares); Yen Than industrial park (47.6 hectares); Dam Ha B eastern industrial park (60.01 hectares); industrial park serving supporting industries (68.22 hectares); Hai Yen industrial park (50.27 hectares); Phuong Nam 2 industrial park (69.77 hectares); Quang Thanh industrial park (54.54 hectares); Yen Tho industrial park (34.6 hectares); Quang Duc industrial park (69.44 hectares).
In order to develop industrial parks in the right direction, the province pays special attention to attracting investment by implementing many synchronous solutions, from improving the investment environment, improving the quality of planning, to supporting and accompanying investors throughout the project implementation process. Incentive mechanisms and policies on land, taxes, and administrative procedures are streamlined and transparent, creating favorable conditions for businesses to confidently develop production and business. Since the beginning of 2025, Quang Ninh has welcomed many domestic and foreign investors to learn, survey and register to invest in new industrial parks, typically: Yen Tho Industrial Park, Quang Thanh Industrial Park, Van Don Industrial Park, Dong Mai Industrial Park... showing the growing "attraction" from the synchronous and modern industrial park system that the province is building.
In addition, the province also devotes significant resources to investing in strategic transport infrastructure, ensuring synchronous connection between industrial clusters with the system of seaports, airports, highways and large-scale industrial parks. This is a "key" factor to facilitate the transportation of raw materials, product consumption and create strong attraction for domestic and foreign investors, especially enterprises operating in the fields of supporting industry, processing, manufacturing, and high technology.
To ensure sustainable development, the province also strengthens inspection and supervision of the construction and operation of wastewater, exhaust gas and solid waste treatment systems at industrial parks; prioritizes enterprises applying advanced technology, using energy economically and efficiently. The province continues to orient the construction of an industrial park system according to the regional - industry - chain linkage model, connecting with large industrial parks such as Dong Mai, Hai Yen, Bac Tien Phong, Nam Tien Phong ... to form a closed production network, capable of supporting each other. At the same time, focusing on training high-skilled technical human resources, through cooperation between enterprises - vocational schools - innovation centers, ensuring the supply of quality labor to serve industrial parks in the digital transformation and high-tech development period.
