For example, voters in Lang Son province pointed out that although the 2024 Social Insurance Law has adjusted the age of receiving social pension benefits from 80 to 75 years old, in reality, most elderly people aged 70 and over in remote communes in the province still have no income, their lives are still difficult, and they depend on their children and grandchildren.
Therefore, voters proposed to continue lowering the age of social assistance from 75 to 70 years old, not only limited to poor or near-poor households.
Voters in Dong Nai province also made a similar recommendation, citing that people aged 70 and over have begun to have significant health decline and need support sooner rather than waiting until they are 75 to receive benefits.
Voters believe that current policies still do not really cover all disadvantaged people in the elderly group.
Responding to this proposal, the Ministry of Health affirmed that according to the provisions of Article 21 of the Law on Social Insurance 2024 (effective from July 1, 2025), the elderly from 70 to under 75 years old belonging to poor or near-poor households have been included in the list of beneficiaries of social pension benefits.
This is a big step forward compared to current regulations, demonstrating efforts to expand the social safety net for vulnerable populations.
However, the Ministry of Health emphasized that the proposal to reduce the age of receiving benefits for all elderly people aged 70 and over, regardless of economic conditions, needs to be considered carefully.
The Ministry of Health explained that in order for the policy to be applied sustainably and in line with the ability to balance the budget, a comprehensive assessment of the socio-economic impact is needed, while considering the overall current policies to protect the elderly.
Expanding support needs to ensure the feasibility and sustainability of the social assistance system in the coming time.
The Ministry of Health will coordinate with competent agencies to continue monitoring, researching and proposing issues related to this policy in the process of amending and supplementing legal regulations on social insurance./.
