On January 3, according to the Ho Chi Minh City Department of Health , recently, the authorities have handled many units violating the field of medical examination and treatment at 2B - 2C Ho Xuan Huong (District 3) and determined that these clinics have signs of changing names and owners and then repeating administrative violations.
Specifically, on June 11, 2020, the Ho Chi Minh City People's Committee issued a Decision to administratively sanction VENUS Aesthetic Business Household at the request of the Department of Health due to many violations. The additional penalty is to suspend operations for a period of 9 months.
A few days later, on June 19, 2020, the VENUS International Cosmetic Clinic - Business Household, with Dr. NVT in charge of technical expertise and Business Household Owner, was also granted an operating license in accordance with regulations.
The beauty salon kept changing its name after being fined and suspended.
On April 19, 2022, the Department of Health Inspectorate issued 2 Decisions No. 72/QD-XPVPHC and Decision No. 73/QD-XPVPHC to impose administrative sanctions on the owner of VENUS International Beauty Salon and Mr. GVĐ (employee) for violations such as employing practitioners without a practice certificate; providing medical examination and treatment services beyond the scope of expertise... Additional penalties include revocation of the right to use the operating license for 3 months and revocation of the right to use the practice certificate for 2 months.
2 months later, on June 2, 2022, VENUS BY ASIAN Aesthetics Business Household, with Ms. LTTV as the Business Household Owner, continued to register to operate at this address with the following business lines: Medical examination and treatment of aesthetic specialties; facial care. After that, the Department of Health Inspectorate continued to coordinate with the Department of Administrative Management of Social Order Police - Ho Chi Minh City Police and District 3 Health Department to inspect this facility according to information reported by the press. However, this facility showed signs of resistance, did not cooperate with the work after the inspection, removed the signboard, and closed.
As of May 12, 2023, the PFIZERS Business Household, headed by Ms. TTKM, continued to register to operate at this address, business line: Skin care. After receiving the feedback, the authorities conducted an inspection and imposed an administrative penalty for the act of: Using substances and equipment to intervene in the human body, changing the skin color of parts of the human body. The additional penalty is to suspend the operation of the facility for a period of 4.5 months.
The facility's scar treatment activities are posted on social media.
However, according to the Department of Health, this PFIZERS business household not only did not comply with the above penalty decision but also deliberately re-offended the violation, continued to advertise, perform scar treatment, injections, etc. Through synthesizing the records, the Department of Health found that this was a case of re-offending the violation, so the Department of Health transferred the entire case file to the Investigation Police Agency - District 3 Police to continue handling according to regulations.
But soon after, the facility changed its signboard logo and added 2 letters "ss" to its name, from "Pfizer" to "Pfizerss", and continued to change from "Pfizerss" to "PZ Luxury". The house number on the signboard was also removed. At the same time, this facility also continuously changed its business registration and continued to commit violations immediately after.
Through synthesizing the records, on October 27, 2023, the People's Committee of District 3 issued a Decision to impose an administrative penalty on PZ LUXURY Company Limited, of which Ms. NTL is the Director, and at the same time suspended the operation of the facility for a period of 4.5 months and requested to handle and remove advertisements on the website.
Up to now, the Department of Health has temporarily suspended the issuance of licenses for medical examination and cosmetic treatment activities according to the proposal of the District 3 Health Department. At the same time, it has provided additional customer complaints, records, and documents to the Investigation Police Agency - District 3 Police to continue serving the verification work.
The Department of Health also calls on all customers who have performed cosmetic services at Pfizers Business Household (surgery, procedures, interventions with injections, injections, pumping, radiation, waves, burning or other invasive interventions) during the period from June to September 2023 to urgently provide petitions, records, and documents to the Investigation Police Agency - District 3 Police for settlement according to authority.
