Many tragic accidents

On the morning of May 20, NTT (born in 2003, residing in Hieu Nghia commune, Vung Liem district) was driving a motorbike on National Highway 54, in the direction from Binh Minh town to Tra On district. The motorbike driven by T. to Dong Thanh commune collided with a passenger bus with license plate: 50H-702.20 driven by driver HHT (born in 1982, residing in Tan Hoi, Vinh Long city), traveling in the opposite direction. The collision caused T. to die on the spot. Immediately upon receiving the report, the Traffic Police force urgently arrived at the scene to coordinate with professional units to conduct an investigation, and at the same time regulate and divert traffic.

Traffic situation on National Highway 54 through Vinh Long province.

Two days later, on the afternoon of May 22, another accident occurred on National Highway 54, passing through Dong Binh Commune, resulting in one death. At that time, a truck 51C-450.58 driven by Mr. Huynh Van Luom (born in 1989, residing in Can Tho City) was traveling from Tra On District to Binh Minh Town. The car traveling to the above location collided with a motorbike 64H1-270.29 driven by Mr. TML (born in 1976, residing in Vinh Long) traveling in the same direction. The collision caused Mr. L. to die on the spot.

According to the Department of Construction of Vinh Long province, National Highway 54 is directly managed by the Road Management Area IV under the Ministry of Construction (formerly the Ministry of Transport) according to the hierarchy. Currently, the traffic volume on National Highway 54 is very high, but the road surface through Vinh Long province is only 5.5m wide, with each side of the road being 0.5m wide. The road surface is narrow, so there is no dedicated lane for non-motorized vehicles, so traffic congestion often occurs and there is a potential risk of traffic safety.

The Department of Construction of Vinh Long (formerly the Department of Transport of Vinh Long) has repeatedly proposed to the Ministry of Construction (formerly the Ministry of Transport) to balance the allocation of capital to invest in the construction, upgrading and expansion of National Highway 54 through Vinh Long province, to create synchronization and smooth connection along the entire route; at the same time, ensure traffic safety and minimize traffic accidents. However, in previous years, due to the lack of capital balance, the Ministry of Construction has not implemented the project to invest in the construction, upgrading and expansion of National Highway 54, but only carried out periodic maintenance and repair and regular maintenance for damaged and degraded road sections.

Handing over National Highway 54 to local management

According to the Department of Construction, in accordance with the provisions of the Road Law 2024 and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government effective from January 1, 2025, on decentralization of National Highways to the Provincial People's Committee for management. Currently, the Ministry of Construction is coordinating with the People's Committee of Vinh Long province to carry out procedures to hand over National Highways in the area to the People's Committee of Vinh Long province for management, including National Highway 54.

The Ministry of Construction has issued a document requesting the Project Management Boards under the Ministry of Construction not to carry out the task of preparing investment for 8 national highway projects that have been assigned capital plans in 2025, including the project to Upgrade National Highway 54 through Vinh Long province (this project will be handed over to Vinh Long province for implementation). Currently, the Department of Construction is advising the People's Committee of Vinh Long province to carry out procedures to receive management of national highways, and at the same time receive the project to Upgrade National Highway 54 through Vinh Long province. After completing the procedures and officially receiving management (expected in July 2025), the Department of Construction will advise the People's Committee of Vinh Long province to urgently carry out investment procedures for the project to Upgrade National Highway 54.

In the immediate future, to ensure traffic safety, the Department of Construction will coordinate with the Provincial Traffic Safety Committee, the Traffic Police Department, the Road Management Area IV and the locality to inspect and review National Highway 54 through Vinh Long province, to promptly handle and fix "black spots" and locations with potential risks of causing traffic insecurity, in order to minimize accidents. The transfer of management of National Highway 54 to Vinh Long province not only opens up opportunities for the province to be proactive in investing in upgrading infrastructure but also creates conditions to thoroughly resolve this bottleneck, contributing to promoting economic development of Vinh Long province in particular and the Mekong Delta region in general.

Lieutenant Colonel Bui Thanh Mong, Deputy Head of the Traffic Police Department of Vinh Long Province Police, said: In order to reduce traffic accidents in the area in the coming time, especially on National Highway 54, the leaders of the Traffic Police Department have directed the implementation of many solutions, focusing on doing a good job of propaganda, dissemination and education of traffic safety laws to further raise awareness and sense of law compliance of traffic participants.

The Traffic Police Department effectively carried out the work of grasping the situation, conducting basic investigations on routes, coordinating with functional sectors in inspecting and surveying traffic organization to promptly detect shortcomings, conflict points, and potential points with risk of accidents to propose timely solutions to functional sectors.

The Traffic Police Department has increased patrolling and control, promptly detected and strictly handled violations, focusing on handling errors and behaviors that often lead to accidents. The Traffic Police force in charge of National Highway 54 regularly coordinates with the Commune Police on the route in patrolling and controlling to prevent and combat gatherings that cause public disorder, illegal racing and cheering for illegal racing in the area.
