The Prime Minister has approved the Vietnam Road Network Plan (2021 - 2030), with a vision to 2050. National Highway 14D (75km) and National Highway 14B (74km, of which 42km passes through Quang Nam ) are the two main national highways in the Central and Central Highlands regions. In documents (dated November 29, 2024 and January 14, 2025), the Ministry of Transport has proposed that the Prime Minister assign the People's Committee of Quang Nam province to preside over the implementation of projects to upgrade these two national highways.
On February 4, 2025, the Ministry of Planning and Investment submitted to the Prime Minister an investment plan and proposed permission to submit to the National Assembly for decision on using increased revenue and expenditure savings in 2024 to arrange and implement these two projects in 2025. According to the content of Notice No. 40 dated February 12, 2025 of the Government Office , the Prime Minister also agreed to assign the Ministry of Finance to urgently report to competent authorities, including investment projects to upgrade and expand National Highways 14D and 14B. The Ministry of Finance agreed to support investment capital in accordance with the direction and notice of the Government Office.
According to the Provincial People's Committee, in order to accelerate the implementation progress and strive to complete the projects, the Provincial People's Committee has requested the Ministry of Finance to allocate capital of VND 500 billion so that the locality has a basis to promptly direct the implementation of the preparation, submission for appraisal, approval of investment project dossiers and procedures and implementation of the next steps of the project. The remaining capital for project implementation will continue to be balanced in the medium-term public investment plan, central budget capital for the period 2026 - 2030.
Quang Nam commits to balance and allocate sufficient local budget capital to carry out compensation and site clearance work for projects and will disburse 100% of the allocated capital plan.
