The rankings of provinces and cities according to the average high school graduation exam score in 2025 fluctuated strongly compared to 2024.
Accordingly, the top 10 provinces and cities with the highest average exam scores are: Nghe An, Ha Tinh, Ninh Binh, Phu Tho, Hanoi , Hai Phong, Thanh Hoa, Ho Chi Minh City, Thua Thien - Hue and Bac Ninh.
Meanwhile, in 2024, this list includes the old provinces and cities: Vinh Phuc, Nam Dinh , Ninh Binh, Binh Duong, Bac Ninh, Ha Tinh, Hai Phong, Phu Tho, Ha Nam and An Giang.
Nghe An - the top province this year - was ranked 12th last year. Meanwhile, Hanoi and Ho Chi Minh City were ranked 22nd and 20th respectively.
It can be seen that after the merger of provinces and cities, Hanoi, Ha Tinh, Nghe An - the 3 provinces and cities that were not merged - had a strong breakthrough to the leading positions.
Meanwhile, the new Phu Tho province (including Phu Tho, Vinh Phuc, and the old Hoa Binh) ranked 4th.
The new Ho Chi Minh City after merging Binh Duong and Ba Ria - Vung Tau moved from position 20 to position 7.
Ninh Binh, Ha Nam and Nam Dinh after the merger maintained their high ranking at number 3.
Hanoi's "jump" 17 places from 22nd to 5th place is an event for the capital's education sector because it has been absent from the top 10 provinces and cities with the highest average high school graduation exam scores in the country for many years.

This year, Hanoi also appeared in most of the rankings of the top 10 highest scores in each subject and the top 10 provinces with the most 10 scores.
Along with the new Ninh Binh, Hanoi owns 1 of 2 valedictorians of the 2025 high school graduation exam, Nguyen Viet Hung, a 12th grade English major student at Chu Van An High School for the Gifted.
Viet Hung was also the double valedictorian in 4 other admission subject groups: A01 (math, physics, English), D01 (math, literature, English), C01 (math, literature, physics) and D11 (literature, physics, English).
