Quang Nam has allocated more than 5 billion VND to support craft villages according to Resolution No. 38.

Regarding this issue, in the Report responding to voters' opinions after the 7th Session of the 15th National Assembly, the Provincial People's Committee said that after the COVID-19 pandemic, Quang Nam issued Resolution No. 38 dated December 9, 2022 of the Provincial People's Council stipulating mechanisms and policies to support the development of rural industries and craft villages in Quang Nam province for the period 2023 - 2025.

The subjects of application are domestic and foreign organizations and individuals directly investing in the development of production, business and services in rural industries (collectively referred to as rural industry establishments).

Including: small and medium enterprises, cooperatives, cooperative groups, households operating under the provisions of law located in communes, wards and towns of the province; traditional occupations, craft villages, traditional craft villages recognized or authorized by the Provincial People's Committee; organizations and individuals involved in implementing the resolution.

Resolution No. 38 also stipulates the specific content and level of support. Including, support for relocation of production facilities: the maximum support level is 50% of the cost but not exceeding 200 million VND/rural industry facility which is a cooperative group, household and not exceeding 250 million VND/rural industry facility which is a small and medium enterprise, cooperative.

Support for new construction or repair and upgrade of environmental treatment systems: maximum support level is 50% of the cost but not more than 240 million VND/rural industry facility.

Support interest rates on loans to purchase raw materials; invest in factories, machinery, equipment, and technological lines: maximum support level is 50% of interest rates for loans within the first 2 years but not exceeding 400 million VND/rural industry establishment.

Support for opening vocational training classes: Rural vocational establishments that directly open vocational training classes are supported with class costs. The support level is equal to 100% of the standard cost for elementary vocational training under 3 months according to current regulations and approved by competent authorities.

Support for health insurance premiums for folk artisans and excellent artisans working in rural areas, craft villages and traditional craft villages: 100% support for health insurance premiums according to regulations. Maximum support period is 3 years from the date of policy benefit.

Support the organization of the ceremony to receive the recognition certificate and build a welcome gate for traditional craft products, craft villages, and traditional craft villages: traditional craft (support level of 45 million VND/craft); craft villages (support level of 75 million VND/craft village); traditional craft villages (support level of 90 million VND/craft village).

In 2024, the Provincial People's Committee allocated VND 5,066 billion for localities to implement the support mechanism according to Resolution No. 38. Currently, localities are deploying and integrating funding sources from district-level budgets, other programs, projects, and projects; capital mobilized from rural industry establishments, craft villages, and other legal capital sources.

Localities are requested to proactively review funding needs and send them to the Department of Agriculture and Rural Development for synthesis and inclusion in the annual funding allocation plan.
