Identify opportunities and challenges

Nam Do Son Ward was established on the basis of merging the entire natural area and population of Minh Duc, Hop Duc, Bang La wards and part of the natural area and population of Van Huong and Ngoc Xuyen wards. The total area of the ward is 21 km2 , with a population of 30,372 people.

The 2025 - 2030 term opens in the context of Hai Phong - the country's key growth pole entering a strategic breakthrough phase, with a series of new policies from the Central Government and special attention from the Government. These include policies and orientations that have a profound impact on Nam Do Son ward, such as the establishment of the Southern Hai Phong Coastal Economic Zone, planning of the new generation Free Trade Zone, construction and operation of Nam Do Son Port, construction of Rao 3 Bridge and the urban axis road connecting An Bien ward through Hung Dao ward to Nam Do Son. The Lao Cai - Hanoi - Hai Phong railway, with the section passing through Nam Do Son ward, is accelerating site clearance...

Notably, the southern area of Nam Do Son ward is directly adjacent to the planning area of Nam Do Son Port. This deep-water port is expected to be a strategic link in the global supply chain in the future. This creates a huge advantage in terms of space for urban, industrial, commercial, service and eco-tourism development for Nam Do Son ward.

In addition to the advantages and breakthrough opportunities, Nam Do Son ward also clearly identifies the current difficulties and challenges of the locality. The scale of the economy is still small, the total annual budget revenue is low (about 10 billion VND/year), not meeting the requirements for investment in infrastructure development and public services. The economic structure is not clear, leading and spreading key economic sectors have not been formed; the capacity to attract investment is still limited; industry, services, and trade have not developed...

To turn the above challenges into motivation and opportunities for breakthroughs, in the 2025 - 2030 term, the Ward Party Committee has proposed many strategic policies and visions, hoping to turn Nam Do Son into a bright spot in the economic development of the southern coastal area of the city.

Economic restructuring

Speaking at the first Congress of delegates for the 2025-2030 term of the Nam Do Son Ward Party Committee, held on August 15, Major General Bui Quang Binh, member of the Standing Committee of the City Party Committee and Director of the City Police, emphasized that Nam Do Son Ward after the merger has many potentials and advantages to become a new economic, tourism and cultural center of the Port City. The ward needs to clearly orient its development goals in the new space, in which it is necessary to proactively research and adjust plans related to the Southern Coastal Economic Zone in the direction of integration, modernization, and good exploitation of local advantages... From there, the ward will attract investment in the fields of trade, services, logistics, tourism... to lead and spread to other economic sectors.

Facing a large "runway" and also an opportunity for the local economy to take off, comrade Tran Khac Kien, Party Secretary, Chairman of the People's Council of Nam Do Son Ward informed that in the next 5 years, in terms of economic development, the ward is determined and determined to focus on shifting the economic structure, promoting the development of services, trade and eco-tourism. At the same time, promoting investment attraction in land funds around new trunk roads such as coastal roads and western roads, Rao 3 bridge road, and neighboring areas to develop service and trade sectors, post-port logistics service areas, logistics areas, etc.

In addition, for Nam Do Son ward at present, in order to successfully transform the economic structure in the period of 2025 - 2030 according to the set goals, the ward also focuses on restructuring the agricultural sector towards developing urban agriculture to preserve the ecological landscape and stabilize the lives of people in non-urbanized areas.

For example, in recent years, Do Son district (formerly) has focused on restoring and expanding the area for growing the specialty Bang La salted apple, thanks to which, the apple growing area has increased gradually every year. According to the agricultural extension officer of Nam Do Son area, Nguyen Thi Nhanh, from 120 hectares, after the merger, the entire Nam Do Son ward now has a total of about 125 hectares of salted apples. Recently, this specialty has also built a collective brand, traced its origin and developed the brand "Bang La Apple" to become a typical product of the ward. Some models of apple growing combined with experiential tourism have initially taken shape, attracting tourists, contributing to promoting the product and increasing income for the people.

Along with developing and improving product quality, Nam Do Son ward also proposed to invest in building a wholesale market for agricultural and aquatic products, connecting Hai Phong with Hung Yen, Ninh Binh and Thanh Hoa provinces in the circulation of agricultural products, promoting trade and services associated with the transformation of local economic models.

The above synchronous solutions aim to anticipate and maximize the great advantages that the Southern Coastal Economic Zone brings in many fields. Thereby, realizing the common goal set by the Ward Party Committee, from now until 2030, building Nam Do Son Ward to develop in the direction of a green - civilized - modern urban area, associated with coastal and riverside characteristics and preserving intact the local ecological identity.
