The Standing Deputy Secretary of the Ho Chi Minh City Party Committee commented that the efforts of the People's Council, authorities at all levels, the entire political system, people and businesses have created positive results for the city in the first 6 months of the year, so that the city can continue to demonstrate its role as an important economic driving force and locomotive of the whole country. The fields of science and technology development, innovation and digital transformation have been regularly and continuously directed, and have initially achieved certain results. For the first time, Ho Chi Minh City was ranked in the Top 5 leading creative startup ecosystems in Southeast Asia and is a vibrant and dynamic startup center, the locomotive of the Vietnamese startup ecosystem, attracting many large-value investment projects. In addition, the city has also effectively implemented the artificial intelligence (AI) development program, applying artificial intelligence in important fields such as state management, healthcare, transportation, education and public services...

At this session, the HCMC People's Council will discuss and approve many contents directly related to people's lives and the activities of the business community. Comrade Nguyen Thanh Nghi requested that the HCMC People's Council delegates promote the highest sense of responsibility, carefully and comprehensively evaluate each content before voting to ensure feasibility in practice. Thereby, find effective solutions to promptly overcome limitations, propose tasks and solutions to continue to implement more effective socio -economic development. As well as review and issue new policies in accordance with regulations and actual conditions, especially the tasks after implementing the "revolution" in organizational apparatus, aiming to build a modern, effective, close-to-people administration, best serving the people and businesses.

Strengthening supervision of task performance at the grassroots level

At the meeting, with the meaning of creating motivation for Ho Chi Minh City after the merger to continue to accelerate sustainable development, Standing Deputy Secretary of the City Party Committee Nguyen Thanh Nghi requested to continue to pay attention to deploying the 2-level local government apparatus in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency; innovating the direction and administration methods, strengthening inspection and supervision of the implementation of tasks in 168 communes, wards, special zones and 15 departments and branches to ensure stability, smoothness, and best serve the people and businesses.

Along with that, quickly review, update, supplement, and adjust the City Planning and the master plan; review planning levels to ensure consistency and suitability; continue to focus resources to accelerate the construction and synchronous completion of socio-economic infrastructure in a modern and smart direction. In particular, focus on urban transport infrastructure, connecting areas and connecting regions to effectively exploit the city's characteristics. In particular, focus on technology infrastructure, digital infrastructure, data centers serving state management, connecting local governments at 2 levels from the city center to 168 communes, wards, special zones and developing seaport infrastructure, Con Dao airport,

He also requested to prioritize the development of social housing, accelerate the urban renovation project, relocate and arrange houses on and along rivers, canals and ditches; focus on investing and building two important dynamic centers, such as the International Financial Center in Thu Thiem combined with the existing financial and banking ecosystem; upgrade and expand the city's Logistics Center.

Emphasizing the task of continuing to restructure the Ho Chi Minh City economy, he requested units to focus on prioritizing high-tech industry, high-tech agriculture , high-quality services; and focus on implementing the Central Committee's resolutions.

At the same time, focus on and accelerate the effective implementation of tasks and solutions to promote economic growth (over 8.5%); promote disbursement of public investment capital in the last months of 2025, strive to disburse 100% of the public investment plan assigned by the Prime Minister; promptly complete and put into operation key transport projects and works.

On the other hand, promote the implementation and completion of projects to welcome Party Congresses at all levels, towards the Ho Chi Minh City Party Congress for the 2025-2030 term, while focusing on removing backlog projects.

Expecting the HCMC People's Council team, comrade Nguyen Thanh Nghi also noted that the Standing Committee of the People's Council and the specialized committees of the People's Council continue to strengthen innovation and improve operational efficiency, better promote the role of state power agencies in the locality, the role of people's representatives; actively research, grasp the people's living situation, receive and recommend voters' opinions to competent agencies for consideration and resolution.

In addition, improve the quality of supervision activities to promptly detect, recommend adjustments, supplements and propose effective solutions to promptly resolve practical issues, meeting people's expectations; especially strengthen supervision of the implementation of policies and resolutions of the Central and City Party Committee, City People's Committee, as well as resolutions of the People's Council that have been passed, focusing on areas prone to violations, contributing to correcting the avoidance and shirking of responsibility in the performance of public duties.

The Ho Chi Minh City People's Council also needs to continue to proactively and actively accompany the City People's Committee, all levels, sectors and 168 localities to strive to achieve the highest socio-economic development goals in 2025, contributing to the successful implementation of the Resolution of the City Party Congress, term 2020 - 2025.

Regularly maintain contact with voters; increase and expand government dialogue forums with voters; expand democracy so that people can effectively exercise their right to supervise the activities of the government apparatus and at the same time help the government get closer to the people.
