
Attending the meeting were comrade Tran Thanh Man, Chairman of the National Assembly, Deputy Head of the Steering Committee; Politburo members, Secretariat members, and Party Central Committee members who are members of the Steering Committee.
The meeting is of special significance, opening the process of implementing Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement, meeting the requirements of national development in the new era.
This is a milestone demonstrating the high political determination of our Party in renewing thinking and leadership methods in building and perfecting institutions and laws, ensuring the Party's direct and comprehensive leadership in building and enforcing laws, in order to quickly remove institutional "bottlenecks" and "knots" that are hindering the country's breakthrough development process.

At the meeting, delegates focused on reviewing and giving opinions on the draft Working Regulations of the Steering Committee, the draft Notice on the assignment of tasks to members of the Steering Committee, the draft Work Program for 2025 of the Steering Committee; Report on the situation of collecting public opinions on amending and supplementing the 2013 Constitution, Report on the situation and results of perfecting the law to implement decentralization, delegation of power, and division of authority according to the motto "locality decides, locality does, locality is responsible", and the draft Plan to direct the review and removal of "bottlenecks" caused by legal regulations.
After discussion, the Steering Committee unanimously approved: the draft Working Regulations of the Steering Committee; the draft Notice of assignment of tasks to members of the Steering Committee; the draft Work Program for 2025; the draft Plan to direct the review and propose solutions to remove "bottlenecks" due to legal regulations. The Steering Committee requested the Party Committee of the Ministry of Justice - the Standing Body of the Steering Committee, to promptly receive the conclusions of the Head of the Steering Committee and the comments of the members of the Steering Committee, revise the drafts, and submit them to the Head of the Steering Committee for signature and promulgation.
Concluding the meeting, General Secretary To Lam highly appreciated the Standing Agency of the Steering Committee - Ministry of Justice and relevant agencies for preparing elaborate and thorough documents for the meeting. The General Secretary noted that in the process of implementing the work program and plan, new tasks can be added according to practical requirements; select key and key issues to direct, creating breakthroughs that spread to perform other tasks. In each remaining quarter of 2025, members of the Steering Committee must identify specific tasks to urge, promote and focus on leading and directing the implementation of tasks.

Emphasizing the principled viewpoints in the activities of the Steering Committee, the General Secretary stated that it is necessary to focus on the core contents of Resolution No. 66-NQ/TW; prioritize solving urgent issues, especially leading and directing the successful implementation of the 2025 goal of basically completing the removal of "bottlenecks" due to legal regulations.
Promote the individual role of each member of the Steering Committee and take advantage of the comments of leading experts, experienced practitioners, lawyers, citizens, and the business community. Each member must proactively solve specific problems arising in specific situations; take substantive actions, avoiding formalities; coordinate closely to ensure consistency in direction and implementation.
It is necessary to clearly understand the viewpoint that the Steering Committee does not work on behalf of the functional agencies. Each task must be specifically assigned with individual responsibility and the presiding agency, ensuring transparency, with clear measurement indicators based on data over time to monitor progress and evaluate implementation effectiveness.
The General Secretary acknowledged that the agencies of the National Assembly, the Government, the Vietnam Fatherland Front, and relevant organizations have actively performed their assigned tasks, organized well the work of collecting opinions, and synthesizing opinions of the people, sectors, and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution with many creative approaches. The very high consensus rate is an important basis for the National Assembly to consider and decide at the 9th Session.
Regarding the improvement of laws to implement decentralization and delegation of power, the General Secretary highly appreciated the efforts of the Government, the Prime Minister, the Ministry of Justice, the Ministry of Home Affairs and relevant ministries and branches in urgently conducting reviews; completing the drafting of decrees on decentralization, delegation of power, and assignment of authority, and submitting them for appraisal. These tasks need to continue to be reviewed and implemented in accordance with the direction of the Politburo.
The head of a ministry or ministerial-level agency directly leading and directing the work of law-making is primarily responsible for the quality of policies and laws in the areas under the management of his or her ministry or agency.

The General Secretary affirmed that by 2025, it is necessary to fundamentally remove "bottlenecks" caused by legal regulations, prioritizing removal in the fields of finance, investment, science, technology, innovation and digital transformation.
Along with that is the fundamental innovation of law-making thinking, shifting from “management” to “development creation” thinking, from passive to proactive. Improve the effectiveness and efficiency of law enforcement, build a culture of law compliance, tighten discipline and order in law enforcement organizations; eliminate the situation of “hot above, cold below” in law enforcement organizations.
Party committees at all levels must comprehensively and directly lead the institutionalization of the Party's policies and guidelines into laws, while strengthening inspection and supervision of this work. Focus on building a team of legal staff with capacity, enthusiasm, courage, understanding of practice, reform thinking and spirit of serving the Fatherland and the people, sensitive to the development trends of the times.
Promote the application of science and technology, especially artificial intelligence, in the work of building and enforcing laws. Accelerate the process of building a large legal database, connecting with the National Data Center in an easy-to-access, convenient way to exploit and use.
Each cadre and party member must be exemplary and take the lead in implementing and complying with the law, spreading the spirit of respecting the Constitution and the law. Promote the supervisory and inspection role of the Party and the supervision and social criticism of the Vietnam Fatherland Front, socio-political organizations, people and the business community in implementing Resolution No. 66-NQ/TW./.
