Recently, the People's Committee of Thai Binh province issued Decision No. 1799/QD-UBND dated October 31, 2024 approving the investment project to build the Ninh Binh - Hai Phong expressway through Nam Dinh and Thai Binh provinces under the public-private partnership model.
Accordingly, the project has a total investment excluding interest of VND 19,149.257 billion; the total investment including interest is VND 19,784.55 billion. The route is invested and built according to expressway standards with 4 complete lanes, design speed of 120km/h; roadbed width of 24.75m; high-class A1 road surface. The route is about 60.9km long; the starting point of the project is at Km19+300 at the beginning of the Day River overpass in Nam Dinh, in Nghia Thai commune (Nghia Hung district, Nam Dinh province); the end point is at about Km80+200 at the intersection between National Highway 37 and the coastal road, in Thuy Trinh commune (Thai Thuy district, Thai Binh province).
On the main route of the project, there are 23 bridges with a total length of over 7,346m (of which Nam Dinh province has 14 bridges with a total length of 3,894.13m); there are 4 overpasses with a total length of 853.6m (of which Nam Dinh province has 2 bridges: the overpass at the intersection of provincial road 489C and the overpass at Km33+445.07).
Total land use demand is about 538.44 hectares; project implementation time from 2023, basically completed in 2027, put into operation from 2028.
